การวิเคราะห์นโยบายสาธารณะใหม่: มุมมองทฤษฎี การออกแบบการวิเคราะห์และกรณีศึกษาเชิงประจักษ์

บทคัดย่อ
จากปี ค.ศ. 1950 ถึงปัจจุบัน การวิเคราะห์นโยบายสาธารณะเดิมถูกโต้แย้งว่าเป็นตัวแบบกำกวม ตายตัว ยากแก่การนิยาม และการวิเคราะห์ที่มีนักวิเคราะห์นโยบายเป็นศูนย์กลางถือเป็นจุดอ่อน นับเป็นเวลากว่าเจ็ดทศวรรษ นักนโยบายจึงค้นหาวิธีการพัฒนาการวิเคราะห์และแก้ไขจุดอ่อนการวิเคราะห์นโยบายเดิม ซึ่งมีเป้าหมายให้การวิเคราะห์นโยบายสามารถเป็นเครื่องมือหลักในการพัฒนาประเทศของรัฐบาล โดยเริ่มทดลองประยุกต์เทคนิคใหม่ ทดสอบการเพิ่มวิธีวิเคราะห์นโยบายอย่างหลากหลายและเปลี่ยนการวิเคราะห์นโยบายเดิมสู่การวิเคราะห์ใหม่ บทความนี้จึงศึกษาการวิเคราะห์นโยบาย เริ่มจากความเข้าใจการวิเคราะห์นโยบาย นำเสนอการออกแบบการวิเคราะห์นโยบายใหม่ (ศตวรรษที่ 20) และกรณีศึกษาการวิเคราะห์นโยบาย การศึกษาพบว่า การวิเคราะห์นโยบายเดิมเป็นตัวแบบตายตัว กำกวมและขาดความสามารถการนิยาม เริ่มเปลี่ยนแปลงสู่ความชัดเจน เช่นเดียวกับการวิเคราะห์นโยบายเดิมกำลังถูกท้าทายจากการวิเคราะห์นโยบายใหม่อย่างต่อเนื่อง รวมถึงกรณีศึกษาการวิเคราะห์นโยบายสะท้อนมุมมองการออกแบบการวิเคราะห์นโยบายใหม่เพิ่มขึ้น
