การทบทวนวรรณกรรมการวิจัยนโยบาย: ขอบเขต ข้อจำกัดและกรณีศึกษางานวิจัยนโยบาย

บทคัดย่อ
การวิจัยนโยบายถูกนำมาเป็นเครื่องมือการศึกษานโยบาย มีเป้าหมายพิจารณาผลกระทบ คุณภาพ และความต้องการนโยบายของผู้มีส่วนได้ส่วนเสีย ตลอดจนการตระหนักต่อการพิจารณาอุดมการณ์และผลประโยชน์ในกระบวนการนโยบายสาธารณะภายใต้ระเบียบวิธีการศึกษาที่ถูกพัฒนาขึ้นอย่างเป็นระบบและหลากหลาย โดยเชื่อมั่นต่อการมีส่วนร่วม ผู้เกี่ยวข้องกับนโยบายและข้อมูลป้อนกลับ ซึ่งนับเป็นเครื่องมือสำคัญของกลุ่มประเทศมหาอำนาจตั้งแต่ ค.ศ. 1980 บทความนี้มีวัตถุประสงค์ศึกษา การขยายขอบเขตการวิจัยนโยบาย ข้อจำกัดการวิจัยนโยบายและกรณีศึกษางานวิจัยนโยบาย การศึกษาพบว่า การวิจัยนโยบายพยายามขยายขอบเขตการศึกษา ไม่เฉพาะแต่มีอิทธิพลต่อระเบียบวิธีวิจัยดั้งเดิมหรือนโยบายศาสตร์เท่านั้น แต่การศึกษาการวิจัยนโยบายมุ่งสู่การเข้ามามีอิทธิพลทางการศึกษาร่วมกับศาสตร์อื่นๆ อย่างไรก็ตามแม้การวิจัยนโยบายมีอิทธิพลดังกล่าว แต่การวิจัยนโยบายยังคงได้รับการวิพากษ์วิจารณ์ว่ามีข้อจำกัดความเป็นสากล และจุดอ่อนการพยากรณ์หรือทำนายปรากฎการณ์ ในขณะที่ข้อค้นพบจากกรณีศึกษางานวิจัยนโยบาย พบว่า การวิจัยนโยบายถือว่ามีความโดดเด่นในแง่กระบวนการศึกษาจากการตระหนักและให้ความสำคัญกับบทบาทผู้เกี่ยวข้องกับนโยบายสาธารณะจากทุกภาคส่วน
