International Migration Policy of Skilled Foreign Workers: A Case Study of Immigration and Employment in Malaysia (in Thai)

Abstract

Skilled foreign workers are part of the international labour migration flow, in this study, a researcher determined to learn and understand the international labour migration policy of skilled foreign workers of Malaysia. The main objective of this study is to study skilled foreign worker migration policy of Malaysia in term of immigrant and employment. The study indicated that Malaysia government relies on control tools to move the foreign workers both skilled and unskilled or semi-skilled in demand-driven system, which the employers request the right to employ foreign workers for the government under the conditions of the macro level on the national interest. In addition to temporary skilled foreign migration, Malaysia also relied on less control international labour migration policy of Malaysia in term of immigrant and employment among skilled foreign workers to attract foreign workers to perform in its labour market. Thus, Thai government should develop mechanism for immigration and employing skilled foreign workers systematically, in order to attract skilled foreign workers as a major human capital in the country's knowledge base for economic development.
