บทบาทในการส่งเสริมการเข้าถึงยารักษาโรคในกลุ่มประเทศสมาชิก ของสมาคมประชาชาติแห่งเอเชียตะวันออกเฉียงใต้

บทคัดย่อ
จากการศึกษาพบว่า การประชุมระดับรัฐมนตรีสาธารณสุขอาเซียนรอบต่างๆ ที่ผ่านมา มิได้ให้ความสำคัญกับการส่งเสริมการเข้าถึงยารักษาโรคของประชาชนในประเทศสมาชิกเท่าที่ควร ถึงแม้ว่าที่ประชุมจะได้ย้ำในพันธสัญญาที่ให้ประชาชนในประเทศสมาชิกอาเซียนเข้าถึงยารักษาโรคและวัคซีนที่จำเป็นทั้งหลายในราคาที่สามารถจ่ายได้ก็ตาม แต่ก็เป็นการเข้าถึงยารักษาโรคโดยการจ่ายเงินตามสภาพเศรษฐกิจของประชาชนในประเทศนั้นๆ ก็ยังไม่ครอบคลุมถึงประชาชนในทุกระดับ ทั้งที่ยารักษาโรคเป็นสิ่งจำเป็นพื้นฐานในการดำรงชีวิต ซึ่งอาเซียนก็มิได้มีบทบาทที่ชัดเจนในการนำภารกิจตามพันธสัญญาไปปฏิบัติให้เป็นรูปธรรมโดยการส่งเสริมให้ประชาชนทุกระดับของประเทศสมาชิกเข้าถึงยารักษาโรค
