การศึกษาโซ่อุปทานไม้ตัดดอกจากประเทศจีนตอนใต้ (ยูนนาน) ในเส้นทาง R3A

บทคัดย่อ
การศึกษาครั้งนี้มีวัตถุประสงค์เพื่อศึกษาการจัดการโซ่อุปทานการนำเข้าไม้ตัดดอกของไทยจากประเทศจีนตอนใต้ (ยูนนาน) ในเส้นทาง R3A รวมถึงการศึกษาแนวโน้มการค้า โอกาสและอุปสรรคในการนำเข้าไม้ตัดดอกจากประเทศจีนตอนใต้ โดยการวิจัยนี้เป็นการวิจัยเชิงคุณภาพ โดยมีกลุ่มตัวอย่าง คือ ผู้ประกอบการนำเข้าไม้ตัดดอกจากประเทศจีนตอนใต้ เจ้าหน้าที่ศุลกากร ณ ด่านศุลกากรอำเภอเชียงของ และข้อมูลจากหน่วยงานราชการที่เกี่ยวข้อง โดยวิเคราะห์ตามแนวคิดโซ่คุณค่าถึงการไหลของข้อมูล, สินค้าและความสัมพันธ์คู่ค้า และทำการวิเคราะห์ประสิทธิภาพของการนำเข้าไม้ตัดดอกจากประเทศจีนตอนใต้ รวมถึงโอกาสและปัจจัยภายนอกต่างๆ ที่เกี่ยวข้องโดยใช้ Diamond Model โดยผลการศึกษาพบว่า การนำเข้าไม้ตัดดอกในปัจจุบันใช้การขนส่งในเส้นทาง R3A โดยรถตู้คอนเทนเนอร์แบบควบคุมอุณหภูมิเข้าสู่ประเทศไทยทางด่านชายแดนเชียงของ ยังพบความเสียหายระหว่างการขนส่งและเปลี่ยนถ่ายสินค้า ความล่าช้าจากการตรวจสินค้าของด่านศุลกากรทั้งสองประเทศ การนำเข้าไม้ตัดดอกมีแนวโน้มเพิ่มขึ้นอย่างต่อเนื่อง ซึ่งส่งผลให้การเพาะปลูกไม้ตัดดอกในประเทศไทยมีปริมาณลดลง ทั้งนี้ภาครัฐของไทยยังคงให้การสนับสนุนการนำเข้า แต่ขาดการส่งเสริมอุตสาหกรรมไม้ตัดดอกในประเทศอย่างเคร่งครัด
