ศักยภาพของพนักงานองค์การบริหารส่วนตำบลในจังหวัดเชียงราย ในการพัฒนาชุมชนอย่างมีส่วนร่วม

บทคัดย่อ
การวิจัยนี้มีวัตถุประสงค์เพื่อศึกษาศักยภาพของพนักงานองค์การบริหารส่วนตำบล (อบต.) ในการสนับสนุนการมีส่วนร่วมของประชาชนในการพัฒนาชุมชน โดยใช้วิธีวิจัยเชิงคุณภาพ มีพื้นที่ศึกษาได้แก่องค์การบริหารส่วนตำบลขนาดใหญ่ ขนาดกลาง และขนาดเล็ก ภายในจังหวัดเชียงราย อย่างละ 1 แห่ง กลุ่มตัวอย่างประกอบด้วยพนักงานองค์การบริหารส่วนตำบลและประชาชนในพื้นที่ศึกษาจำนวนทั้งสิ้น 45 คน
จากผลการวิจัยพบว่า พนักงานองค์การบริหารส่วนตำบลทั้ง 3 แห่งมีศักยภาพ ตลอดจนความเข้าใจในบทบาทหน้าที่ และมีคุณลักษณะความเป็นผู้นำในการสนับสนุนการมีส่วนร่วมของประชาชนในการพัฒนาชุมชนอยู่อย่างจำกัด ถึงแม้พนักงานองค์การบริหารส่วนตำบลจะได้รับการยอมรับและไว้วางใจจากประชาชนในชุมชน แต่ระดับการยอมรับและความไว้วางใจจากประชาชนยังอยู่ในระดับปานกลางเท่านั้น
