บทคัดย่อ
การต่อต้านคอร์รัปชันเป็นนโยบายสำคัญของรัฐบาลจีนตลอดมา ตั้งแต่ปี ค.ศ. 2012 ที่จัดการประชุมสมาชิกสภาผู้แทนพรรคคอมมิวนิสต์จีนสมัยที่ 18 เป็นต้นมา การต่อต้านคอร์รัปชันเป็นความปกติใหม่ของการเมืองจีน บทวิจัยเรื่องนี้ ได้นำกรอบแนวคิดเครือข่ายพันธมิตร มาศึกษาเรื่องการเปลี่ยนแปลงของนโยบายต่อต้านคอร์รัปชันของประเทศจีนตั้งแต่ ปี ค.ศ. 1949 จากการศึกษาพบว่า (1) จากยุคสมัยของเหมาเจ๋อตุงถึงสมัยสีจิ้นผิง ระบบย่อยของการกำหนดนโยบายต่อต้านคอร์รัปชันของจีนได้ค่อย ๆ ก่อรูปเป็นแนวร่วมการกำหนดนโยบายสองแนวร่วมใหญ่ กล่าวคือเป็นระบบของพรรคคอมมิวนิสต์จีน และระบบของรัฐบาลจีน แต่แนวร่วมหลักในการกำหนดนโยบายต่อต้านคอร์รัปชันของจีนเป็นระบบของพรรคคอมมิวนิสต์จีน (2) เนื่องจากความเชื่อด้านนโยบายหลักของพรรคคอมมิวนิสต์จีนทำให้มีการเปลี่ยนแปลงระบบการต่อต้านคอร์รัปชันของจีนจากรูปแบบช่องทางเดียวมาเป็นสองช่องทาง ฉะนั้นตราบใดที่กลไกการมีส่วนร่วมทางสังคมมีความเข้มแข็ง งานต่อต้านคอร์รัปชันของจีน จะพัฒนาต่อไปอย่างมีประสิทธิภาพ
