บทคัดย่อ
การศึกษารูปแบบองค์การเพื่อการจัดการการอำนวยความสะดวกทางการค้าและการขนส่งข้ามแดนและผ่านแดน ใช้การวิจัยเชิงคุณภาพ การศึกษาทำการทบทวนวิธีปฏิบัติที่ดีของนานาประเทศ สำรวจเอกสารนโยบาย สัมภาษณ์ผู้แทนในระดับบริหารและระดับปฏิบัติการด้านการอำนวยความสะดวกทางการค้าและการขนส่งข้ามแดนและผ่านแดน การจัดประชุมระดมความคิดเห็นในกรุงเทพฯ และจังหวัดชายแดนที่สำคัญเพื่อรับฟังข้อเสนอรูปแบบองค์การที่เหมาะสม ที่สามารถบูรณาการการอำนวยความสะดวกทางการค้าและการขนส่งข้ามแดนและผ่านแดนเข้าด้วยกันอย่างมีระบบและมีประสิทธิภาพ การศึกษาเสนอให้รัฐบาลไทยจัดตั้งคณะกรรมการการอำนวยความสะดวกทางการค้าและการขนส่งระหว่างประเทศ ซึ่งประกอบด้วยผู้แทนหน่วยงานที่มีอำนาจหน้าที่ด้านการค้าและการขนส่งภาคเอกชน และมีนายกรัฐมนตรีเป็นประธาน คณะกรรมการการอำนวยความสะดวกทางการค้าและการขนส่งระหว่างประเทศควรจัดตั้งเป็นองค์การถาวรที่มีบุคลากรประจำซึ่งมีความเข้าใจกฎระเบียบการค้าและการขนส่ง เพื่อจัดเตรียมข้อมูลที่จำเป็นต่อการตัดสินใจและสามารถประสานงานกับหน่วยงานภายในและต่างประเทศ เพื่อขับเคลื่อนการอำนวยความสะดวกทางการค้าและการขนส่งได้อย่างมีประสิทธิภาพ
