บทคัดย่อ
การวิจัยแบบผสมเรื่องนี้ มีวัตถุประสงค์เพื่อศึกษาปัจจัยที่มีอิทธิพลต่อการดำเนินงานตามยุทธศาสตร์ชาติด้านการปรับสมดุลและพัฒนาระบบการบริหารจัดการภาครัฐภายใต้หลักธรรมาภิบาลขององค์การภาครัฐ ได้แก่ กรมการท่องเที่ยว กรมกิจการผู้สูงอายุ กรมส่งเสริมการปกครองท้องถิ่น การวิจัยเชิงปริมาณศึกษาจากบุคลากร จำนวน 306 คน โดยใช้แบบสอบถาม วิเคราะห์ข้อมูลด้วยค่าเฉลี่ย ค่าร้อยละ ส่วนเบี่ยงเบนมาตรฐาน การวิเคราะห์การถดถอยพหุคูณเชิงเส้นตรง การวิจัยเชิงคุณภาพ สัมภาษณ์ผู้บริหารกรม จำนวน 9 ราย วิเคราะห์ข้อมูลโดยการตีความ
ผลการศึกษาพบว่า ปัจจัยที่มีอิทธิพลต่อการดำเนินงานขึ้นอยู่กับปัจจัยภายใน ได้แก่ นโยบาย ภารกิจ ทรัพยากร การสื่อสารภายในองค์การ โครงสร้างองค์การ ทัศนคติของผู้ปฏิบัติงาน ค่านิยม/วัฒนธรรม และผู้นำ ส่วนปัจจัยภายนอก ได้แก่ การสื่อสารระหว่างหน่วยงาน กลุ่มเป้าหมาย สภาพแวดล้อมภายนอกและเครือข่ายความร่วมมือในด้านปัญหาอุปสรรคของการดำเนินงานตามยุทธศาสตร์ชาติในด้านการปรับสมดุลและพัฒนาระบบการบริหารจัดการภายใต้หลักธรรมาภิบาลขององค์การภาครัฐ ทั้งสามกรมมีปัญหาร่วมกัน คือ บุคลากรไม่เพียงพอ สมรรถนะของบุคลากร งบประมาณไม่เพียงพอ ความเร่งด่วนของนโยบายที่เข้าแทรกการทำงานประจำ ความเข้มแข็งขององค์กรภาคประชาชน การสนับสนุนจากรัฐบาลและความพร้อมทางเทคโนโลยี ทั้งนี้รัฐบาลต้องทบทวนภารกิจและงบประมาณให้สอดคล้อง จัดลำดับความเร่งด่วนในการทำงาน พร้อม ๆ กับกรมทั้งสามต้องเร่งในการพัฒนาบุคลากรรุ่นใหม่ให้มีความรู้ความสามารถเพียงพอในการทดแทนบุคลากรที่กำลังจะเกษียณ ตลอดจนทั้งสามกรมต้องหันมาให้ใช้เทคโนโลยีในการทำงานมากขึ้นเพื่อทดแทนบุคลากรและเพิ่มประสิทธิภาพในการทำงาน ที่สำคัญคือ ต้องให้ความสำคัญต่อการพัฒนาองค์กรภาคประชาชนให้เข้มแข็งในการเป็นกลไกขับเคลื่อนนโยบายในระดับพื้นที่ได้อย่างมีประสิทธิภาพ
