การปฏิบัติของผู้หญิงปกาเกอะญอกับการเรียกร้องสิทธิชุมชน: กรณีศึกษาบ้านสบลาน ตำบลสะเมิงใต้ อำเภอสะเมิง จังหวัดเชียงใหม่

บทคัดย่อ
มีงานศึกษาเกี่ยวกับการเรียกร้องสิทธิในการจัดการทรัพยากรของกลุ่มชาติพันธุ์ปกาเกอะญอเป็นจำนวนมาก แต่มีงานไม่มากนักที่ให้ความสำคัญกับบทบาทของผู้หญิงปกาเกอะญอในกระบวนการเคลื่อนไหว งานวิจัยนี้มีวัตถุประสงค์เพื่อ (1) ศึกษาการปฏิบัติของผู้หญิงปกาเกอะญอบ้านสบลานที่แสดงถึงความสำคัญของการได้รับสิทธิชุมชน (2) ศึกษาทุนประเภทต่าง ๆ ที่ผู้หญิงปกาเกอะญอบ้านสบลานนำมาใช้เพื่อเรียกร้องสิทธิชุมชน งานวิจัยนี้เป็นงานวิจัยเชิงคุณภาพแบบสตรีนิยม ดำเนินการวิจัยด้วยวิธีการศึกษาเอกสาร การสัมภาษณ์แบบเจาะลึกและการสนทนากลุ่มย่อยกับผู้ให้ข้อมูล จำนวน 10 คน ผลการศึกษาพบว่า ผู้หญิงปกาเกอะญอบ้านสบลานไม่ได้มีการรวมตัวกันเป็นกลุ่มเพื่อขับเคลื่อนการเรียกร้องสิทธิ ส่วนใหญ่เป็นการปฏิบัติในระดับชีวิตประจำวันที่มีความเกี่ยวพันกับการใช้และการรักษาทรัพยากรธรรมชาติภายในบริเวณชุมชนเพื่อยังชีพ การทำไร่หมุนเวียน การทอผ้า และการถ่ายทอดองค์ความรู้ให้กับลูกหลาน รวมถึงมีการปฏิบัติในพื้นที่สาธารณะด้วยการเข้าร่วมการชุมนุมต่าง ๆ เพื่อเรียกร้องสิทธิชุมชนและการไปช่วยเจ้าหน้าที่รัฐทำแนวกันไฟ เมื่อใช้แนวคิดของปิแอร์ บูร์ดิเยอ มาวิเคราะห์พบว่า การปฏิบัติของพวกเธอสะท้อนฮาบิทัส (Habitus) ของความเป็นผู้หญิงปกาเกอะญอ สนามหรือพื้นที่ที่พวกเธอต้องเข้าร่วมเพื่อช่วงชิงสิทธิชุมชน และทุนประเภทต่าง ๆ ที่พวกเธอมี ได้แก่ ทุนทางวัฒนธรรมในรูปแบบของวิถีชีวิตและภูมิปัญญาการทำไร่หมุนเวียน ทุนทางสังคมในรูปแบบเครือข่ายความสัมพันธ์ทางสังคมทั้งภายในและภายนอกชุมชน และทุนทางสัญลักษณ์ในรูปแบบของการนำเสนอภาพลักษณ์การเป็นผู้ดูแลป่าของชาวปกาเกอะญอ เพื่อให้สังคมเกิดความเข้าใจและตระหนักถึงความจำเป็นที่ชาวบ้านต้องมีสิทธิในการอยู่อาศัยและดูแลทรัพยากรในชุมชนด้วยตนเอง
