บทคัดย่อ
บทความวิจัยนี้มีวัตถุประสงค์ในการศึกษาวิเคราะห์เพื่อระบุ “ข้อเท็จจริง” เกี่ยวกับประเด็นสิทธิมนุษยชนในซินเจียง และนำเสนอการบริหารจัดการและดำเนินนโยบายของรัฐบาลจีนผ่านนโยบายสาธารณะของรัฐบาลท้องถิ่นเขตปกครองตนเอง
ซินเจียงอุยกูร์เกี่ยวกับประเด็นสิทธิมนุษยชนในซินเจียง ด้วยวิธีการศึกษาวิเคราะห์ด้วยเอกสาร (Documentary Research) ผ่านเอกสารวิชาการ และเอกสารราชการ (White Paper) เพื่อนำเสนอข้อเท็จจริงในประเด็นสิทธิมนุษยชนในซินเจียงและ
การดำเนินการของรัฐบาลจีนผ่านนโยบายสาธารณะของรัฐบาลท้องถิ่นเขตปกครองตนเองซินเจียงอุยกูร์ในการปกป้องและรับรองสิทธิมนุษยชนได้อย่างถูกต้องและเป็นธรรม
ผลการวิจัยพบว่า ตลอดระยะเวลากว่า 70 ปี นับตั้งแต่การก่อตั้งประเทศจีนใหม่ รัฐบาลจีนได้ยึดถือแนวคิดเรื่องสิทธิมนุษยชนที่มี “ประชาชนเป็นศูนย์กลาง” มีการดำเนินการนโยบายสาธารณะผ่านรัฐบาลท้องถิ่นของซินเจียงในการรับรองและพัฒนาความเป็นอยู่ของประชาชนทุกกลุ่มชาติพันธุ์ในซินเจียง ทั้งนี้ เพื่อให้เกิดการคุ้มครองสิทธิมนุษยชนของประชาชนทุกกลุ่มชาติพันธุ์ในซินเจียงให้ดีขึ้นอย่างต่อเนื่อง การดำเนินการผ่านนโยบายสาธารณะดังกล่าวนั้นแบ่งออกเป็น 5 ด้าน คือ การปกป้องสิทธิในชีวิตของประชาชนอย่างมีประสิทธิภาพ ระบบการปกครองตนเองทางชาติพันธุ์ระดับภูมิภาค รัฐบาลท้องถิ่นยึดมั่นในปรัชญาการพัฒนาที่มีประชาชนเป็นศูนย์กลาง รัฐบาลท้องถิ่นให้ความสำคัญอย่างยิ่งต่อการสืบทอดและการปกป้องวัฒนธรรมดั้งเดิมที่ดีงามของทุกกลุ่มชาติพันธุ์ และรัฐบาลท้องถิ่นดำเนินนโยบายเสรีภาพในการนับถือศาสนาอย่างเต็มที่
