THE SUCCESS FACTORS ANALYSIS IN THE GOVERNMENT PROCUREMENT AND SUPPLIES MANAGEMENT ACT B.E. 2560 (NEW VERSION) INTO THE PRACTICE OF THE LOCAL ADMINISTRATIVE ORGANIZATION, BANG PHAE DISTRICT, RATCHABURI PROVINCE

Abstract

The purposes of this research were 1) study the success factors level, 2) success analysis, 3) analysis relationship between the factors and 4) success factors analysis for the government procurement and supplies management Act B.E. 2560 (new version) into the practice of the local administrative organizations, Bang Phae District, Ratchaburi Province. The researcher used quantitative research by using questionnaires from the sample groups total 54 people and analyzed data using frequency, percentage, average and standardization. Qualitative research used to the structure interview from key informant interviews total 15 people and brought the data from the interview to classify and summarize the issues according to the research objectives. The research results were discussed as follows: 1. The success factors level that the overview was high level and the good governance in management have the highest average ( = 3.96, S.D. = 0.62). 2. The success analysis that the overview was high level and the verification have the highest average
( = 4.05, S.D. = 0.57). 3. The relationship between the factors, found that, factors in the practice policies have the relationship with success in the positively and the statistical significance level of .01. 4. The success factors analysis, found that, the government procurement and supplies management policy into the implement that the personnel must be preparedness for the duty practice, study and research to create expertise in the operation and understand the objectives of the policy.
