GUIDELINES FOR IMPLEMENTATION OF THE NEW GFMIS THAI DEVELOPMENT POLICY OF THE COMPTROLLER GENERAL’S DEPARTMENT

Abstract

The purposes of this study were to 1) study the situation and the problems in the implementation of the GFMIS Policy of the Comptroller General’s Department; 2) analyze success factors affecting the implementation of the GFMIS Policy of the Comptroller General’s Department; and 3) propose guidelines for a successful approach to the implementation of the New GFMIS Thai Development Policy of the Comptroller General’s Department. The research approaches were mixed methods. In the quantitative research, the sample was 230 officers of the Comptroller General's Department central office who were involved in the GFMIS system’s operation. The research tool was a questionnaire. Data analysis was carried out using statistical tools including frequency, percentage, mean, standard deviation, and multiple regression analysis. In the qualitative research, the sample is the executive of the unit that oversees the GFMIS system of the Comptroller General's Department’s central office (3 people). The study instruments were structured interviews.


The results of the study revealed that 1) problems in the implementation of the GFMIS Policy of the Comptroller General’s Department consisted of assigning responsibilities to personnel is not appropriate, the workplace is disproportionately crowded, the GFMIS operating procedures are complicated and complicated, insufficient budget allocation, and the number of officers is insufficient; 2) factors affecting the success of policy implementation in descending order, namely, organizational structure, materials and tools, and workplace statistically significant at the 0.05 level; and 3) guidelines for success include that adequate personnel should be allocated to operate, training on how to use the system should be organized regularly and continuously, promote and support personnel to develop knowledge and competence in information technology, and support and promote career advancement  in a transparent and fair manner in order to enhance the motivation and morale of personnel in contributing to the successful implementation of the policy.
