การกำกับดูแลองค์กรปกครองส่วนท้องถิ่นโดยรัฐสภาผ่านการกระทู้ถามของสมาชิกสภาผู้แทนราษฎร

บทคัดย่อ
บทความวิจัยนี้มีวัตถุประสงค์เพื่อ 1) สำรวจกระทู้ถามของสมาชิกสภาผู้แทนราษฎรเกี่ยวกับการดำเนินงานของกรุงเทพมหานคร ในช่วง พ.ศ. 2562-2564 2) ศึกษาแนวทางการดำเนินงานจากคำตอบกระทู้ของฝ่ายบริหาร (คณะรัฐมนตรี) และ 3) ศึกษาผลการดำเนินงานของกรุงเทพมหานครตามแนวทางที่ได้รับมอบหมาย โดยใช้แนวทางการวิจัยเชิงคุณภาพ เก็บรวบรวมข้อมูลโดยการแบบสัมภาษณ์แบบมีโครงสร้าง แล้ววิเคราะห์ข้อมูลเชิงพรรณนา ผลการศึกษา พบว่า กระทู้ถามของสมาชิกสภาผู้แทนราษฎรเกี่ยวกับปัญหาจากการดำเนินงานของกรุงเทพมหานครในช่วง พ.ศ. 2562-2564 มีเพียงส่วนน้อยจากกระทู้ถามทั้งหมด ขณะที่ความชัดเจนของแนวทางการดำเนินงานมักเป็นไปตามกฎ คำสั่ง หรือเป็นการกระทำทางปกครอง ส่วนแนวทางจากคำตอบกระทู้ของฝ่ายบริหาร (คณะรัฐมนตรี) บางส่วนถูกนำมาปรับเป็นแนวทางในการดำเนินงาน เนื่องจากการตอบกระทู้ของฝ่ายบริหารมีผลตามกฎหมายต่อการปฏิบัติงานของฝ่ายปกครอง ดังนั้นผลการดำเนินงานของกรุงเทพมหานครตามแนวทางที่ได้รับมอบหมายส่วนใหญ่จะนำไปปรับสู่แผนปฏิบัติ หรือสร้างเป็นคู่มือเพื่อเป็นแนวทางในการปฏิบัติงาน
