(Department of Older Persons, 2021; Situation of the Thai Elderly, (Mace, 1998; Department of Public Works and Town & Country Planning, 2018) องค์การอนามัยโลกเสนอกรอบแนวคิดการสูงวัยอย่างมีพลัง (Active Ageing Framework) เพื่อส่งเสริมสุขภาวะ การมีส่วนร่วม และความมั่นคงของผู้สูงอายุ (WHO, 2007) หลายหน่วยงาน เช่น รฟม.
