บทคัดย่อ
การวิจัยเรื่อง การเพิ่มประสิทธิภาพการเบิกจ่าย ของคณะมนุษยศาสตร์และสังคมศาสตร์ มหาวิทยาลัยราชภัฏพระนคร มีวัตถุประสงค์เพื่อศึกษา 1) ประสิทธิภาพการเบิกจ่ายงบประมาณโครงการยุทธศาสตร์มหาวิทยาลัยราชภัฏ เพื่อการพัฒนาท้องถิ่น ของคณะมนุษยศาสตร์และสังคมศาสตร์ มหาวิทยาลัยราชภัฏพระนคร 2) ปัจจัยที่ส่งผลต่อประสิทธิภาพการเบิกจ่ายงบประมาณโครงการยุทธศาสตร์มหาวิทยาลัย ราชภัฏ เพื่อการพัฒนาท้องถิ่น ของคณะมนุษยศาสตร์และสังคมศาสตร์ มหาวิทยาลัยราชภัฏพระนคร และ 3) รูปแบบการเบิกจ่ายงบประมาณโครงการยุทธศาสตร์มหาวิทยาลัยราชภัฏ เพื่อการพัฒนาท้องถิ่น ของคณะมนุษยศาสตร์และสังคมศาสตร์ มหาวิทยาลัยราชภัฏพระนคร ที่มีประสิทธิภาพ เป็นการวิจัยเชิงคุณภาพ โดยเครื่องมือที่ใช้ในการวิจัยเป็นแบบสัมภาษณ์ โดยมีผู้ให้ข้อมูลสำคัญ จำนวน 30 คน วิเคราะห์เนื้อหาและตรวจสอบความสอดคล้องของเนื้อหาโดยใช้วิธีการแบบสามเส้า
ผลการวิจัยพบว่า 1) ประสิทธิภาพการเบิกจ่ายงบประมาณ พบว่า การเบิกจ่ายงบประมาณโครงการยุทธศาสตร์มหาวิทยาลัยราชภัฏ มีการวางแผนการดำเนินงานตามขั้นตอนและกระบวนการที่ชัดเจน บุคลากรมีความรู้ความสามารถและสมารถนำเทคโนโลยีสารสนเทศเข้าช่วยในการดำเนินงานได้อย่างมีประสิทธิภาพ และให้บริการคำปรึกษา แนะนำ ข้อมูลเกี่ยวกับการเบิกจ่ายงบประมาณได้อย่างถูกต้อง รวดเร็ว โปร่งใส และตรวจสอบได้ 2) ปัจจัยที่ส่งผลต่อประสิทธิภาพการเบิกจ่ายงบประมาณ พบว่า บุคลากรมีความรู้ความเข้าใจในขั้นตอนและกระบวนการจัดโครงการ และการเตรียมเอกสารประกอบการเบิกจ่ายได้อย่างถูกต้อง ครบถ้วน ด้านผู้ตรวจสอบเอกสารการเบิกจ่ายมีทักษะความรู้ความเข้าใจในเนื้อหาและข้อมูล กฎ ระเบียบการเบิกจ่ายอย่างถูกต้องและแม่นยำ และ 3) การพัฒนารูปแบบการเบิกจ่ายงบประมาณโครงการยุทธศาสตร์มหาวิทยาลัยราชภัฏ เพื่อการพัฒนาท้องถิ่น ที่มีประสิทธิภาพ คือ ควรมีการตั้งระบบการตรวจสอบการเบิกจ่ายที่รัดกุม เพื่อให้สามารถตรวจสอบข้อมูลการเบิกจ่ายได้อย่างสะดวกและรวดเร็ว และมีการพัฒนาศักยภาพบุคลากรให้ความรู้เกี่ยวกับการเบิกจ่ายงบประมาณ เพื่อให้การดำเนินงานบรรลุเป้าหมายได้อย่างมีประสิทธิภาพ
