รูปแบบการจัดการความรู้โดยใช้เทคโนโลยีสารสนเทศ และการสื่อสารเป็นฐานของมหาวิทยาลัยราชภัฏ

Abstract

การวิจัยครั้งนี้ มีวัตถุประสงค์เพื่อ พัฒนารูปแบบการจัดการความรู้โดยใช้เทคโนโลยีสารสนเทศและ การสื่อสารเป็นฐาน ของมหาวิทยาลัยราชภัฏ การดำเนินการวิจัยแบ่งเป็น 2 ขั้นตอน คือ 1) สร้างรูปแบบ และ 2) ทดลองและศึกษาผลการใช้รูปแบบ โดยมีกลุ่มตัวอย่าง คือ คณาจารย์ วิทยาลัยการฝึกหัดครู มหาวิทยาลัย ราชภัฏพระนคร จำนวน 40 คน และวิทยาลัยการศึกษา มหาวิทยาลัยราชภัฏร้อยเอ็ด จำนวน 22 คน ซึ่งใช้วิธี การเลือกกลุ่มตัวอย่างแบบเจาะจง โดยเลือกกรณีสุดโต่ง มีเกณฑ์การเลือกมหาวิทยาลัยราชภัฏที่จะทดลองใช้ รูปแบบ คือ มหาวิทยาลัยราชภัฏที่มีประวัติยาวนานที่สุด และมหาวิทยาลัยราชภัฏที่ตั้งใหม่ ซึ่งมีบุคลากรที่มี ประสบการณ์ มีวัยวุฒิและคุณวุฒิแตกต่างกัน วิเคราะห์ข้อมูลโดยใช้ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และ วิเคราะห์เนื้อหาสรุปเป็นความเรียง มีผลการวิจัยดังนี้

1. ผลการสร้างรูปแบบ พบว่า รูปแบบเป็นแบบแผนในการดำเนินงาน เพื่อให้บรรลุวัตถุประสงค์ ประกอบด้วย หลักการ เป้าหมาย องค์ประกอบและปัจจัยความสำเร็จ และกระบวนการ สำหรับเทคโนโลยี สารสนเทศและการสื่อสาร ใช้รูปแบบของเว็บพอทัล (Portal) ประกอบด้วย 18 ระบบ คือ 1) บทความ 2) การ ช่วยเหลือแบบถาม-ตอบ 3) สนทนา 4) แบบสำรวจ/โหวต 5) รวมลิงค์ 6) การจัดการไฟล์ดาวน์โหลด 7) การ จัดการสมาชิก 8) การจัดหมวดหมู่ข้อมูล 9) ปฏิทินนัดหมาย 10) การโฆษณา 11) แกลลอรี่รูป 12) ค้นหา 13) สถิติ 14) จดหมายข่าว 15) จัดอันดับ 16) สมุดเยี่ยมชม 17) คู่มือการใช้งาน และ 18) แผนที่

2. ผลการทดลองการใช้ระบบ ผู้ใช้ระบบ เห็นว่า ระบบเป็นประโยชน์ มีความครอบคลุม และมีความ พึงพอใจ อยู่ในระดับมาก โดยเห็นว่า เป็นระบบที่ง่ายต่อการทำความเข้าใจและใช้งาน มีองค์ประกอบตรงตาม ความต้องการ มีองค์ประกอบเพียงพอต่อการเรียนรู้ เป็นประโยชน์และคุ้มค่าต่อการนำไปใช้ และผลการ ประเมินการใช้รูปแบบ โดยคณะกรรมการจัดการความรู้ พบว่า รูปแบบมีความเหมาะสม ถูกต้อง ครอบคลุม ทั้งการออกแบบและองค์ประกอบของรูปแบบ สามารถนำไปใช้ดำเนินการจัดการความรู้ในหน่วยงานได้ เป็น ประโยชน์และสามารถสนองตอบต่อความต้องการของผู้ใช้เป็นอย่างมาก

Knowledge Management Model Utilizing Information and CommunicationTechnology based Approach of Rajabhat Universities

The purpose of this research was to improve knowledge management utilizing information and communication technology based approach of Rajabhat Universities. Two research methodologies in this examination were as followed; 1) to create knowledge management model utilizing information and communication technology based approach of Rajabhat Universities, 2) to test and to study the results of using the model. The samples that are used in the test were 40 of faculties selected from the Teacher of Education College, Phranakhon Rajabhat University and 22 of faculties from College of Education, Roi-Et Rajabhat University in which the sampling derived from purposive sampling on extreme case. This research showed that these two universities had met with the determined criteria to use the model as one was established as the oldest institution among Rajabhat Universities and the other was the newest. The universities, they both also had distinctive experienced faculties which different in their age and knowledge background. The data analysis involved two approaches which were descriptive statistics, mean, standard deviation and contents analysis. The research findings were summarized as follows:

1. The model construction aimed to accomplish in the following objectives: principles, goals, compositions and success factors. Web portal, which was consisting of 18 systems; 1) Article, 2) question-answer method, 3) Conversation, 4) Survey/Voting, 5) Link indexing, 6) File download management, 7) Membership management, 8) data categorization, 9) appointment calendar, 10) Advertisement, 11) Photo Gallery, 12) Search engine, 13) Statistic, 14) newsletter, 15) Ranking, 16) Guestbook, 17) Application manual and 18) Mapping, had been utilized for the information technology and communication aspect.

2. Feedback from users were shown in a highly positive of benefits acquiring. The results satisfied them and certainly covered all of their needs. Users claimed that this system was easy to use and to understand. Also, the compositions of the system were compatible, valuable and utilized. The assessment of the usage was revealed by the knowledge management committee that the model was suitable, respectable and comprehensive. They stated that the model could be used for carrying out the knowledge management in their organization which it could definitely serve their requirements.
