การพัฒนายุทธศาสตร์การป้องกันปราบปรามอาชญากรรมของกองบัญชาการตำรวจนครบาล : กรณีศึกษาสถานีตำรวจนครบาล ในเขตกองบังคับการตำรวจนครบาล 5

Abstract

การวิจัยมีวัตถุประสงค์เพื่อ 1) ศึกษาสถานภาพของอาชญากรรม และปัญหาการควบคุม อาชญากรรมในเขตกองบังคับการตำรวจนครบาล 5 2) การประเมินผลยุทธศาสตร์การป้องกัน ปราบปรามอาชญากรรม และ 3) การพัฒนายุทธศาสตร์การป้องกันปราบปรามอาชญากรรม ของกองบัญชาการตำรวจนครบาล โดยการเก็บข้อมูลและวิเคราะห์ข้อมูลใช้วิธีการวิเคราะห์เนื้อหา และสถิติใช้ค่าร้อยละ ค่าเฉลี่ย และค่าส่วนเบี่ยงเบนมาตรฐาน ซึ่งผลการวิจัย พบว่า 1) สถานภาพ ของอาชญากรรมและปัญหาการป้องกันปราบปรามอาชญากรรม พบว่า การเกิดคดีอาญา (พ.ศ. 2552-2554) เพิ่มสูงขึ้นทุกปี และการเกิด - จับยังไม่บรรลุผลตามเกณฑ์ที่สำนักงานตำรวจ แห่งชาติกำหนด 2) ผลการประเมินยุทธศาสตร์การป้องกันปราบปรามอาชญากรรม ของกองบัญชาการตำรวจนครบาล ดังนี้ ด้านปัจจัยนำเข้า ด้านกระบวนการปฏิบัติ ด้านผลสัมฤทธิ์ และด้านสภาวะแวดล้อม อยู่ในระดับน้อย ส่วนด้านภาพพจน์ของตำรวจนครบาล อยู่ในระดับ ปานกลาง 3) สรุปผลการพัฒนายุทธศาสตร์การป้องกันปราบปรามอาชญากรรมของกองบัญชาการ ตำรวจนครบาล ดังนี้ วิสัยทัศน์คือ“สร้างความรู้สึกอบอุ่น ปลอดภัย และพึงพอใจให้กับประชาชน คือ หัวใจของงานป้องกันปราบปราม” โดยมีประเด็นยุทธศาสตร์ ได้แก่ 1) พัฒนาระบบงานของ สถานีตำรวจนครบาล 2) พัฒนากระบวนการสร้างการมีส่วนร่วมของประชาชนและชุมชน 3) พัฒนาการบริหารและการจัดการโดยใช้หลักธรรมาภิบาล และ 4) ส่งเสริมการนำเทคโนโลยีที่ ทันสมัยและเหมาะสมมาใช้ในงานป้องกันปราบปรามอาชญากรรม ซึ่งในการประเมินยุทธศาสตร์ ดังกล่าวโดยผู้เชี่ยวชาญ พบว่า แผนพัฒนายุทธศาสตร์ที่สร้างขึ้นมีความเหมาะสม และสามารถ นำไปสู่การปฏิบัติได้ ซึ่งตัวแบบที่ได้จากการวิจัยดังกล่าวคือ “4P Model”

CRIMINAL PREVENTION AND SUPPRESSION STRATEGIC DEVELOPMENT OF THAI METROPOLITAN POLICE BUREAU : A CASE STUDY OF POLICE STATION AT DIVISION 5, METROPOLITAN POLICE BUREAU

The objectives of this research were; 1) to study of criminal status and problem found in prevention and suppression processes of Division 5, Metropolitan Police Bureau 2) to evaluate the strategic development in criminal prevention and suppression and 3) to develop strategy for criminal prevention and suppression of Metropolitan Police Bureau. Content analysis was employed. The statistics used for the data analysis were percentage, mean and standard deviation. The research results revealed that: 1) The criminal status found in prevention and suppression processes of Division 5, Metropolitan Police Bureau between 2009 – 2011 the criminal status and problem continually increased and the criminal case-arrest was not completely reached the standard of Royal Thai Police yet. 2) The evaluate of strategic development in criminal prevention and suppression of Division 5, Metropolitan Police Bureau, the results indicated that the leading factor is low, the operation to criminal prevention and suppression is was, the criminal prevention and suppression achievement is minimum, the strategic environmental is minimum, and the overall image including behavior was moderate. 3) development strategy for criminal prevention being applied in criminal prevention and suppression of Metropolitan Police Bureau were carried out through the vision “Building Warmth, Safety, and Satisfaction to the People are the Key Points of Prevention”, there are 4 strategies consisting of: (1) Developing the working system to Police Station; (2) Developing the participation pushing forward process of people and community; (3) Developing the administration and management system by Good Governance; (4) Supporting the modern and appropriate technology for criminal prevention and suppression. The strategies based on expert evaluation found that these strategies were appropriate and possible for implementation. So that the research result yeilded “4P Model”
