Abstract
THE DEVELOPMENT OF STRATEGIES FOR IMPLEMENTING THE ROYAL DECREE ON GOOD GOVERNANCE IN THE EDUCATIONAL AREA OFFICES OF THE FUNDAMENTAL EDUCATION OFFICE
The purposes of this research were to study state, problems, and find out the implementation factors of the royal decree on good governance in the educational service area offices under the Office of Basic Education Commission of Thailand. The samples were 126 educational service area offices selected by stratified random sampling. The research tools consisted of questionnaire and checklist. The data was analyzed by descriptive statistic, Pearson’s coefficient correlation, and multiple regressions.
The research results revealed that the implementation of the royal decree on good governance in the educational service area offices under the Office of the Basic Education Commission of Thailand was at high level and the implementation problem was at less level. The implementation factors consisted of the resource, leadership, organizational structure, organizational culture, communication, and environment, which resulted 56.1`% to the implementation. There were four strategies found in this research, i.e. (1) Development of organizational leadership competency for globalization; (2) Systematization of educational service area offices in line with the goal of the royal decree on good governance; (3) Development of educational service area offices’ management system based on the Public Sector Management Quality Award; and (4) Development of management system based on the educational service area offices standard criterion.
