TQM กับการบริหารสถานศึกษาเอกชน

Abstract

สถานศึกษาเอกชนเป็นองค์กรหนึ่งในสังคมซึ่งมีบทบาทในการจัดการศึกษาของประเทศ การดำเนินงานภายในสถานศึกษาจึงเป็นสิ่งสำคัญที่จะขับเคลื่อนและพัฒนาคุณภาพของเยาวชนไทย การบริหาร คุณภาพทั่วทั้งองค์การจึงเป็นเครื่องมือสำคัญในการดำเนินงานภายในของสถานศึกษาเอกชนด้วยการบริหารงานของผู้บริหารที่ต้องมีภาวะผู้นำที่ชัดเจน มีวัตถุประสงค์ และมีความสามารถในการเปลี่ยนแปลง การบริหารและพฤติกรรมของผู้ปฏิบัติงาน สามารถโน้มน้าวใจให้ผู้ปฏิบัติงานดำเนินงานอย่างเต็มความสามารถภายใต้สภาวะปกติและไม่เกิดการต่อต้าน มีการกำหนดกลยุทธ์หลัก แนวทางในการดำเนินการกำหนดแผนงาน/โครงการที่มีระยะเวลาดำเนินการงบประมาณที่ชัดเจนและมีความเป็นไปได้ จนสามารถปรากฏเป็นวิธีการวัดผลและประเมินผล มีการพัฒนาและการจัดการทรัพยากรมนุษย์ คือบุคลากรครู ซึ่งเป็นองค์ประกอบสำคัญยิ่งใน การพัฒนาผู้เรียน สามารถสร้างผลงานให้เป็นที่ประจักษ์ได้ นอกจากนี้ จะต้องมีการบริหารจัดการสารสนเทศและการวิเคราะห์ข้อมูลที่มีเครื่องมือ เทคโนโลยีที่ทันสมัย เพื่อใช้ในการประมวลผลและ การจัดเก็บข้อมูลที่มีประสิทธิภาพ โดยเป้าหมายหลักของสถานศึกษาเอกชนจะม่งุเน้นคุณภาพการให้บรกิ ารแก่ผ้ปู กครองหรือผ้รู ับบริการ สามารถตอบสนองความต้องการของผู้กครองสร้างเครือข่ายความสัมพันธ์ระหว่างโรงเรียน ชุมชนและผู้ปกครอง รวมถึงความพึงพอใจของผู้ปกครองในการจัดการเรียนการสอนสำหรับบุตรหลานของตน การบริหารคุณภาพทั่วทั้งองค์การ จึงเป็นกระบวนการพัฒนาสถานศึกษาเอกชนให้มั่นคงและสามารถดำรงอยู่ภายใต้สภาวะอันแตกต่างและหลากหลายของสังคมการศึกษาไทย

Private education institutions are considered as one of the organizations in the society that partake in the country’s education system. It is comprehensible that a proper operation of the institutions is the fundamental to propel and develop the quality of Thai juveniles. TQM of the institutions, therefore, is a vital tool to be adopted when operating private schools. In order to do so, the management team must demonstrate strong leaderships as well as define clear operating objectives. Moreover, the team must have the ability to transform staff’s maneuver and behavior by persuading them to contribute their fullest under normal circumstances without resistance. They must define the key strategies as well as specify the operation policies for project planning, along with clear and feasible budgeting plans that bring about methods of assessment and evaluation. There must also be a guideline to the school personnel development and management, i.e. the teachers, who play an important role in learners’ development and build up the visible outcomes. Additionally, the administration of information and the analysis of data must involve up-to-date technological instruments in order to evaluate and collect all data efficiently. The main goal of private education institutions focuses on providing the best quality service to parents/customers, which is to complement their needs as well as to create the relationship between school, community, and parents. It also includes parents’ satisfactions with the school instruction methodologies providing to their children. TQM is thus the crucial developmental process to strengthen and sustain the multicultural and diverse Thai education circumstances.
