การพัฒนาข้อเสนอแนะเชิงนโยบายของมหาวิทยาลัยราชภัฏพระนคร ภายใต้บริบทอาเซียนในทศวรรษหน้า (พ.ศ. 2556-2565)

Abstract

การวิจัยครั้งนี้มีวัตถุประสงค์(1)เพื่อศึกษาบริบทแวดล้อมทั้งภายในและภายนอกของมหาวิทยาลัยราชภัฏพระนครภายใต้บริบทอาเซยีนในทศวรรษหน้า2)เพื่อศึกษาภาพอนาคตของมหาวิทยาลัยราชภัฏพระนครในระดับนโยบายของมหาวิทยาลัยภายใต้บริบทอาเซียนในทศวรรษหน้า(3)เพื่อพัฒนาข้อเสนอ แนะเชิงนโยบายในด้านการเรียนการสอนการวิจัยการบริการวิชาการการทำนุบำรุงศิลปวัฒนธรรมของ มหาวิทยาลัยราชภัฏพระนครภายใต้บริบทอาเซียนในทศวรรษหน้า(พ.ศ.2556-2565)การวิจัยเป็นการ วิจัยแบบผสมผสานด้วยวิธีการEDFR(EthnographicDelphiFuturesResearch)การวิเคราะห์SWOTAnalysisเป็นเชิงปริมาณการวิเคราะห์จุดแข็งจุดอ่อนโอกาสและข้อจำกัด(SWOTAnalysis)จาก ข้อมูลทุกส่วนของการศึกษาและการวิเคราะห์TOWSMATRIXAnalysisแล้วจัดทำร่างเพื่อสร้างนโยบายยุทธศาสตร์และกลยุทธ์ของมหาวิทยาลัยการระดมความคิดเห็น(FocusGroup)แนวโน้มสภาพบริบท ในอนาคตของมหาวิทยาลัยและการพัฒนาข้อเสนอแนะด้วยการจัดประชุมผู้เชี่ยวชาญ(Connoisseurship)จากผลการศึกษาพบว่ามีนโยบาย 5 ด้านยุทธศาสตร์ในการพัฒนามหาวิทยาลัยอยู่ทั้งหมด 4 ยุทธศาสตร์ 26 กลยุทธ์ดังนี้นโยบายด้านการผลิตบัณฑิตและการพัฒนาหลักสูตรนโยบายด้านวิจัยพัฒนาและสร้าง องค์ความรู้นโยบายด้านบริการวิชาการที่มีคุณภาพนโยบายด้านการทำนุบำรุงศิลปวัฒนธรรมและนำสู่ สากลนโยบายด้านอื่นๆและได้ยุทธศาสตร์ดังนี้ยุทธศาสตร์ที่ 1 การพัฒนาศักยภาพและความเข้มแข็ง ของการจัดการเรียนการสอนเพื่อการก้าวสู่ประชาคมอาเซียนมีกลยุทธ์ในการดำเนินการ 4 กลยุทธ์ ยุทธศาสตร์ที่ 2 การพัฒนาคุณภาพของผู้เรียนและบุคลากรทั้งด้านวิชาการและศาสตร์อื่นๆที่เกี่ยวข้องมีกลยุทธ์ในการดำเนินการ 8 กลยุทธ์ยุทธศาสตร์ที่ 3 การพัฒนานวัตกรรมสื่อการเรียนการสอนและ เทคโนโลยีสารสนเทศ เพื่อการพัฒนามหาวิทยาลัยราชภัฏพระนคร มีกลยุทธ์ในการดำเนินการ 7 กลยุทธ์ ยุทธศาสตร์ทั้ง 4 การพัฒนาปัจจัยเกื้อหนุนทางการศึกษาอย่างเป็นระบบเพื่อเตรียมความพร้อมรองรับการ เปลี่ยนแปลงไปสู่ความเป็นสากล มีกลยุทธ์ในการดำเนินการ 7 กลยุทธ์

The research studied the condition of Phranakhon Rajabhat University in the present, and then the scenario of the university to ward ASEAN in the next decade, and finally provided the advisory on educational management policy, the way to improve Phranakhon Rajabhat University to become international university. There search was the integrated research, both qualitative and quantitative research methods were employed, especially EDFR (Ethnographic Delphi Futures Research). SWOT analysis was alsoused, i.e.analysis of strengths, weaknesses, opportunities, threats from every part of thestudy, and TOWSMATRIX analysis. Then preparingad raft for the policy. The university’s strategy and tactics Brain storming (Focus Group) trends in the context of the university. And developing recommend at ions by the expert meeting. (Connoisseurship) to review and provide comments. Significantly, the researcher found that there were 5 main policies, 4 strategies and 26 tactics, which needed to be focused and analyzed. These policies were 1) policy on student and curriculum development, 2) policy on research and development, 3) policy on academic service, 4) policy on art and culture preservation, and 5) policy on related issues. In accordance with such policies, there were 4 main strategies. The1st strategy, covering four tactics, was to enhance the capability and strange of teaching procedure, The2nd strategy, cover in eight tactics, was to develop the capacity of students, officers, and all related human resources. The 3rd strategy, covering seven tactics, was to develop teaching media and information technology. The 4th strategy, covering seven tactics, was to develop the key success factors for supporting the university’s structure, so that it could cope with the international change.
