THE GUIDELINES FOR THE IMPLEMENTATION OF GOOD GOVERNANCE : A CASE STUDY OF NONGKHAI PRIMARY EDUCATIONAL SERVICE AREA OFFICE 1

Abstract

Abstract

The purposes of this research were to study the implementation of the good governance principles and the guidelines of implementation of the good governance in Nongkhai Primary Educational Service Area Office 1. The sampling group consist of the deputy directors. 10 section sub-directors, and a supervisory monitoring and evaluate the education, totaling 14 people. The instrument of this research were semi-structured research interview form, participatory observation form and the data record form. The data was analyzed by analyzing the content and descriptive analysis.

          The results of the research were as follows: The guidelines of implementation of the good governance in Nongkhai Primary Educational Service Area Office 1, consisted of 1) The rule of law, including 1.1) The Law-abiding operations, regulations, rules and operational agreements. 1.2) The power of executive to use in public administration fair and equitable. 2)The transparency, including 2.1) The compliance with the rules and regulations by honest and verifiable 2.2) The free access to  information 3) The accountability, including 3.1) The responsibility for the performance of the duties in accordance with the rules ,regulations and concepts 3.2)The responsibility for problems 4) The participation, including  4.1) The participation in operational planning 4.2) The participation in exchange of opinions 4.3) The participation in monitoring and evaluation 5) The Ethics, including 5.1)The adherence to correctness on honest, sincere. 5.2) Setting a good model for students, teachers and all stakeholders. 5.3) The creating an organizational culture by emphasizing morality and ethics, and finally 6) The value for money, including 6.1) The administration to develop competence in performing duties according to the mission 6.2) The designing operating processes that use both cost-effective resources, labor and time for maximum benefit 6.3) The operating by using appropriate techniques and tools, and 6.4)The systematic supervision, monitoring, evaluation and improvement.
