         This research article aims to 1) to assess the conformity of the context involved in the implementation of the project 2) to assess the suitability of input factors used in the project 3) to assess the suitability of the processes used in the project and, 4) to evaluate the productivity from the implementation of the student development project to become good citizenship by the Scouting process with Klong Song School (Sawetsomboon-Upphatham) using the CIPP Model. The sample groups in the assessment were: 1 educational institution administrator, 30 teachers, 7 people in charge of the project, 10 basic education committees, and 316 parents, a total of 364 people. The assessment tool is a questionnaire on a 5-level evaluation scale. The statistics used to analyze the data were mean and standard deviation.

         The evaluation results showed that project assessment of student development for citizenship through the scouting process with Klong song School (Sawetsomboon-upphatham) Pathum Thani Primary Educational Service Area Office 1 were overall at the highest level which passed the evaluation criteria. The aspect with the average evaluation results in the first place was the outputs of the project, followed by the inputs factor of the project, the process of the project, and the context of the project, respectively. Because of using practical learning activities and accesses the nature of children and youth the best, it was therefore an appropriate approach to be used in promoting good citizenship.
