DEVELOPMENT A PROGRAM TO ENHANCE STRATEGIC LEADERSHIP OF SCHOOL ADMINISTRATOR UNDER KALASIN SECONDARY EDUCATIONAL SERVICE AREA OFFICE

Abstract
The objectives of this research were to 1) study current conditions, desirable conditions and needs to enhance strategic leadership development of school administrators. And 2) develop the program to enhance strategic leadership of school administrators. Mixed methods research was employed. The research divided into 2 phases: Phase 1 was to study the current conditions, desirable conditions, and the needs to enhance strategic leadership. The data were collected from a sample of 320 people by stratified random sampling. The research instrument was rating scale questionnaire. Data were analyzed by using mean, standard deviation, and modified priority needs index. Phase 2: development a program to enhance strategic leadership of school administrators. And evaluating the program by experts selected through the purposive sampling technique. The research instruments were interview form and evaluation form on appropriateness and possibility of the Programs to enhance strategic leadership of School Administrators. Data were analyzed by using mean, and standard deviations.
The results showed that: 1.The current conditions of strategic leadership of school administrators was overall in the high level. The desirable conditions of strategic leadership of school administrators was overall in the highest level. Priority needs to develop from high to low were: revolutionary thinking, creating a vision, corporate culture, setting organizational direction, anticipating and creating a future, high level cognitive activity, and gathering multiple inputs to formulate strategy 2. The Programs to Enhance strategic leadership of school administrators consists of 1) principles 2) objectives, 3) content, consisting of 7 modules, 4) activities, and 5) measurement and evaluation.
