TEACHER DEVELOPMENT FOR ENHANCING SCHOOL-BASED CURRICULUM TO STRENGTHEN COMPETENCY-BASED ACTIVE LEARNING MANAGEMENT IN SCHOOLS UNDER THE CHAIYAPHUM PROVINCIAL ADMINISTRATIVE ORGANIZATION

Abstract

This research article aimed to develop teachers and school-based curricula to strengthen competencies in active learning management in schools under the Chaiyaphum Provincial Administrative Organization. The study employed a research and development methodology. The target group consisted of four schools under the Chaiyaphum Provincial Administrative Organization. The key informants included school administrators and teachers. The research process was divided into five phases: (1) a needs assessment for teacher development and school-based curriculum development; (2) the development and verification of the efficiency of a teacher training program; (3) the development of a school-based curriculum designed to strengthen competencies in active learning management; (4) the implementation of the curriculum in authentic school settings; and (5) an evaluation for curriculum improvement. A mixed-methods approach, integrating both quantitative and qualitative methods, was employed. The research process emphasized teacher participation at every stage, including problem analysis, activity design, implementation, reflection, and continuous curriculum improvement, in order to ensure that the development was genuinely aligned with the contexts of learners, schools, and communities.


The findings revealed that the schools had a high level of need for teacher development and school-based curriculum development. The teacher training program achieved both process and outcome efficiency in accordance with the 80/80 criterion. The developed school-based curriculum was appropriate, aligned with the school contexts, and could be practically applied to active learning management. As a result, teachers demonstrated a clearer understanding of learning design, learner-centered activity organization, and competency-based assessment of learners. Furthermore, the synthesis of the outcomes of this research and development study demonstrated the value of the research through the “Five Layers of Value,” namely tangible output value, developmental process value, best practice value, new knowledge contribution, and scalability and sustainability at the system level.
