Abstract
In this academic article, the author would like to present guidelines for Human Capital Management of Public Sector in the Digital Era which are presented into 4 parts: 1) Human Capital Management in terms of the difference between Human Capital and Physical Capital, 2) Principles of Public Human Capital Management on an individual level, 3) Concepts and theories of Public Human Capital, 8 K's and 5 K's theories for human capital management and quality development, and 4) Digital technology for Public Sector and its implementation for human capital management.
