การพัฒนารูปแบบการประเมินระบบการวัดและประเมินผลการเรียนรู้ ในสถานศึกษาขั้นพื้นฐานโดยใช้วิธีการประเมินเสริมพลัง

Abstract

               การวิจัยนี้ใช้หลักการของการประเมินเสริมพลังในการพัฒนารูปแบบการวัดและประเมินผลการเรียนรู้
ในโรงเรียนขนาดเล็ก ขนาดกลาง และขนาดใหญ่ ครูผู้สอน ผู้บริหารสถานศึกษา และ ศึกษานิเทศก์มีส่วนร่วมในการวิเคราะห์อภิมาน และ การสังเคราะห์รูปแบบการประเมินระบบการวัดและประเมินผลการเรียนรู้ การเก็บข้อมูลใช้วิธีการสังเกตอย่างมีส่วนร่วม การสัมภาษณ์อย่างไม่เป็นทางการ และ แบบสอบถาม การวิเคราะห์ข้อมูลใช้วิธีการเชิงปริมาณและเชิงคุณภาพ รูปแบบการวัดและประเมินผลการเรียนรู้ที่พัฒนาขึ้นประกอบด้วยองค์ประกอบได้แก่ ข้อตกลงเบื้องต้น บริบท นิยาม คุณค่า จุดมุ่งหมาย และ วิธีการประเมิน ผลการวิจัยชี้ให้เห็นว่า รูปแบบการวัดและประเมินผลการเรียนรู้ในสถานศึกษาขั้นพื้นฐาน สอดคล้องกับมาตรฐานการประเมินด้านความเป็นประโยชน์ ความเป็นไปได้ ความเหมาะสม และ ความถูกต้องในระดับดีถึงดีเยี่ยม นอกจากนี้ยังพบว่า การประยุกต์วิธีการประเมินเสริมพลังมีประสิทธิภาพและประสิทธิผลตามเป้าหมายของการวิจัย

The Development of a Model for Evaluating Learning Measurement and Evaluation Systems in Basic Education Institutes Using Empowerment Evaluation Method

             This study used principles of empowerment evaluation to develop a model for measuring and evaluating learning in small, medium, and large schools. Teachers, administrators, and educational supervisors collaborated in a meta-analysis and synthesis of related models. Strategies such as participatory observation, informal interviews, and questionnaires were used to collect information, feeding into various qualitative and quantitative analyses. The model developed involved such factors as basic assumptions, context, definition, value, purpose, and evaluation strategies. Results indicated that the model met the criteria of utility, feasibility, propriety, and accuracy at good to excellent levels. It was also found that the application of empowerment evaluation methods was both efficient and effective in meeting the goals of the research.
