Reform of Thailand under the Constitution of the Kingdom of Thailand B.E.2560 (2017): A Recommendation for an Improvement of the Implementation Process

Abstract

The 1st National Economic and Social Development Plan (1961-1965) was planned by Marshal Sarit Thanarat Administration. The Plan has been used as a policy framework for formulating the Government Policy since then.

According to the Constitution of the Kingdom of Thailand B.E.2560 (2017), General Prayut Chan-o-Cha Administration has to integrate not only the National Economic and Social Development Plan, but also the Policy of Coalition Political Parties and the National Reformation Plan as a framework for formulation the Government Policy. Therefore, the formulating of the Government Policy of General Prayut Chan-o-Cha Administration is more complicated than in the past.

After ending of the 1st five years of the National Reformation Plan (B.E.2561-2565), General Prayut Chan-o-Cha Administration desired to integrate the next five years of the National Reformation Plan (B.E.2566-2570) with the 13th National Economic and Social Development Plan (B.E.2566-2570)

As a result, the Government Policy will be less complicate for formulating.

This article suggests that General Prayut Chan-o-Cha Administration has to do three more things

1) Let the related public organizations to participate in the planning process of the 13th National Economic and Social Development Plan (B.E.2566-2570).

2) Assigns the Bureau of Budgets to set up a framework for budget allocation based on the 13th National Economic and Social Development Plan (B.E.2566-2570).

3) Assigns all the related public organizations to do medium-term plans and short-term plans consistent with the 13th National Economic and Social Development Plan (B.E.2566-2570).
