การวิจัยนี้เป็นการวิจัยแบบตัดขวางที่วิเคราะห์ข้อมูลในประเด็นปัจจัยความร่วมมือทางการบริหารที่มีผลต่อการพัฒนาข้าวขององค์กรปกครองส่วนท้องถิ่นในพื้นที่กลุ่มจังหวัดภาคกลางตอนบน 2 ผู้วิจัยใช้ระเบียบวิธีการวิจัยเชิงปริมาณ ซึ่งกลุ่มตัวอย่างการวิจัย คือ นายกหรือตัวแทนนายกองค์กรปกครองส่วนท้องถิ่นฯ จำนวน 140 คน เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูลเป็นแบบสอบถาม และทำการวิเคราะห์ข้อมูลโดยใช้สถิติการวิเคราะห์สมการถดถอยแบบพหุ และสถิติเชิงพรรณนา ผลการวิจัยพบว่า 1) ปัจจัยความร่วมมือทางการบริหารที่มีผลต่อการพัฒนาข้าวฯ ได้แก่ ปัจจัยลักษณะแบบตอบรับกับสถานการณ์ และปัจจัยลักษณะแบบถูกบังคับ อย่างมีนัยสำคัญทางสถิติ ทั้งนี้ปัจจัยที่ไม่ส่งผลต่อการพัฒนาข้าวฯ คือ 1.ปัจจัยตามลักษณะแบบบนลงล่าง 2. ปัจจัยลักษณะแบบผู้ให้-ผู้รับ 3. ปัจจัยลักษณะแบบบนฐานขอบเขตภาระหน้าที่ และ 4.ปัจจัยลักษณะแบบใจสมัคร อย่างไม่มีนัยสำคัญทางสถิติ 2) ปัจจัยลักษณะความร่วมมือแบบตอบรับกับสถานการณ์มีอิทธิพลต่อการเกิดความร่วมมือฯระดับปานกลางที่ค่าเฉลี่ย 2.82 ขณะที่ปัจจัยลักษณะความร่วมมือแบบถูกบังคับมีอิทธิพลต่อการพัฒนาข้าวในระดับน้อยที่ค่าเฉลี่ย 2.56 โดยภาพองค์กรปกครองส่วนท้องถิ่นมีการพัฒนาข้าวอยู่ในระดับน้อยที่ค่าเฉลี่ย 1.81 ซึ่งส่วนใหญ่จะมีบทบาทในการส่งเสริมกระบวนการผลิตมากที่สุด ที่ค่าเฉลี่ย 2.10
