Health Policy in Thailand (Chiang Rai and Tak SEZs) in the Institutional Mechanism during COVID-19 Pandemic

Abstract
This article’s objective is the recommendation of guidelines and health measures related to border trade and investment to prevent the spread of COVID - 19. CATWOE model became the main research framework used. Before COVID – 19 pandemics, Thailand had not the health policy and measures related to border trade and investment or SEZ’s health regulation. They have only the health guidelines for the whole country and only the health regulations for medical staff. In addition to, those health guidelines are not related to trade, investment, or commercial affairs. The Thai government tried to use the normal law for the COVID – 19 pandemic’s control in SEZs. It was not efficient because all laws could control the pandemic, and they obstructed trade, investment, and business. When COVID – 19 pandemic finishes. Thai government should have health guidelines for SEZs at local, national, international, and integrated levels because all levels can systematize the pandemic’s control and business support efficiently. Thai government should use the international cooperation for SEZ heath policy formulation such as APEC, ASEAN, GMS etc. Because, the health policy cannot be formulated by Thailand’s side and the health policy in Chiang Rai and Tak SEZs should collaborate with some stakeholder countries such as Laos, Myanmar, and C.R. China. The health policy will be the optimum guideline for the SEZ.
