บทคัดย่อ
บทความวิจัยชิ้นนี้มีวัตถุประสงค์ เพื่อศึกษากรอบแนวคิดการจัดการความสัมพันธ์ระหว่างหน่วยงานภาครัฐ และศึกษาความร่วมมือระหว่างภาครัฐกับองค์การพัฒนาเอกชนในการจัดการศึกษาที่ส่งผลต่อการเข้าถึงการศึกษาของบุตรหลานแรงงานข้ามชาติ โดยใช้ระเบียบวิธีวิจัยเชิงคุณภาพ ด้วยการศึกษาเอกสารและการสัมภาษณ์กลุ่มตัวอย่างผู้ให้ข้อมูลเชิงลึก จำนวน 21 คน จากการสุ่มตัวอย่างแบบเฉพาะเจาะจง ผลการศึกษาพบว่า 1) กระบวนทัศน์การบริหารภาครัฐแบบดั้งเดิมที่มุ่งเน้นการรวมศูนย์อำนาจ ควบคุมและสั่งการตามสายการบังคับบัญชา ไม่อาจแก้ไขปัญหาบางประการได้ จำเป็นต้องปรับทิศทางสู่การจัดการความร่วมมือในลักษณะเครือข่าย 2) การจัดการความร่วมมือระหว่างหน่วยงานภาครัฐและองค์การพัฒนาเอกชนในการจัดการศึกษาสำหรับบุตรหลานแรงงานข้ามชาติ สามารถอธิบายเปรียบเทียบผ่านแนวคิดของโรดส์ (Rhodes) ที่มีลักษณะการดำเนินในรูปแบบเครือข่ายองค์การภาครัฐ (Intergovernmental Network) ส่งผลให้เกิดการบูรณาการหลักสูตรการจัดการศึกษาร่วมกัน มีการเชื่อมประสานงานระหว่างหน่วยงานภาครัฐและหน่วยงานอื่นในภาคสาธารณะเป็นครั้งคราว รูปแบบโครงสร้างการทำงานเป็นกลุ่มเครือข่ายย่อยที่มีโครงสร้างผูกติดอย่างหลวม ๆ ขาดความต่อเนื่องและการร่วมมือกัน
