การวางแผนตรวจสอบภายในแบบบูรณาการ ตามเกณฑ์คุณภาพการศึกษา เพื่อการดำเนินการที่เป็นเลิศ

Abstract

ด้วยสำนักงานคณะกรรมการการอุดมศึกษา (สกอ.) ได้นำเกณฑ์คุณภาพการศึกษาเพื่อการ ดำเนินการที่เป็นเลิศ 2552-2553 (The 2009-2010 Education Criteria for Performance Excellence : EdPEx) มาใช้เป็นแนวทางการประกันคุณภาพการศึกษาของสถาบันอุดมศึกษา และมหาวิทยาลัยสงขลา นครินทร์เป็นมหาวิทยาลัยนำร่องที่ได้นำเกณฑ์นี้มาใช้เพื่อขับเคลื่อนภารกิจของมหาวิทยาลัยแบบ บูรณาการ การศึกษานี้มีวัตถุประสงค์เพื่อให้การตรวจสอบภายในมีการดำเนินงานอย่างบูรณาการ สอดคล้องกับการดำเนินการของมหาวิทยาลัย โดยหน่วยตรวจสอบภายในแห่งมหาวิทยาลัย สงขลานครินทร์จึงได้ดำเนินการจัดทำแผนการควบคุมและตรวจสอบแบบบูรณาการโดยพิจารณา ถึงเกณฑ์ EdPEx และยุทธศาสตร์ของในการบริหารมหาวิทยาลัย ซึ่งเป็นแกนหลักของการบริหาร การจัดการแบบบูรณา กระบวนความคิด และการปฏิบัติงานไปสู่การเติบโตอย่างยั่งยืนในกระบวนการ จัดทำแผนดังกล่าวหน่วยตรวจสอบภายในได้เชิญผู้เชี่ยวชาญด้านการตรวจสอบภายในมาให้ คำแนะนำเกี่ยวกับการบูรณาการงานตรวจสอบภายในกับห่วงโซ่อุปทานทางการศึกษาและเกณฑ์ EdPEx ทำให้ได้แผนการตรวจสอบที่บูรณาการกับเกณฑ์ EdPEx และยุทธศาสตร์ของในการ บริหารมหาวิทยาลัย

Integrated Internal Audit Planning Based on Education Criteria for Performance Excellence

Commission on Higher Education (CHE) has The 2009-2010 Education Criteria for Performance Excellence (EdPEx) for universities. Prince of Songkla University (PSU) is one the pioneers in applying EdPEx. PSU ,therefore, uses the integrated quality management system to drive the university’ missions. Consequently, Internal Audit Prince of Songkla University has to improve the audit quality by creating new internal control and audit planning. Criteria of EdPEx and Data associated with the university management strategies are determined for developing the internal control and audit plan. The results are the core of the integrated university management leading to the sustainable university. The auditing professionals are invited to make comments and suggestions about the integration between the internal audit and the educational supply chain and EdPEx. The result is the audit plan that integrates with criteria of EdPEx and the university management strategies.
