Abstract

บทความนี้มีวัตถุประสงค์เพื่อนำเสนอวิธีการ Worst Practice Data Envelopment Analysis (WPF-DEA) เพื่อใช้ในการค้นหาองค์กรที่มี ประสิทธิภาพด้อยที่สุด วิธีนี้แตกต่างจากวิธีการ DEA แบบดั้งเดิมคือจะสร้าง ขอบเขตแนวปฏิบัติที่ด้อยสุด (Worst Practice Frontier) จากองค์กรที่มี ประสิทธิภาพด้อยที่สุด แทนการสร้างขอบเขตแนวปฏิบัติที่ดีที่สุด (Best Practice Frontier: BPF-DEA) จากองค์กรที่มีประสิทธิภาพตามวิธีการ DEA แบบดั้งเดิม ในบทความได้นำเสนอแนวคิดของวิธีการ DEA แบบดั้งเดิม และของวิธีการ WPF-DEA รวมทั้งแสดงตัวแบบ WPF-CCR และ WPF-BCC ในลักษณะมุมมองด้านปัจจัย นำเข้าและมุมมองด้านผลผลิต พร้อมทั้งแสดงตัวอย่างเปรียบเทียบคะแนน ประสิทธิภาพจากตัวแบบ BPF-BCC และตัวแบบ WPF-BCC ของบริษัทประกัน วินาศภัย 41 แห่ง ในตอนท้ายของบทความได้ให้ข้อแนะนำสำหรับการนำวิธีการ WPF-DEA ไปประเมินประสิทธิภาพองค์กร

Worst-Efficiency Evaluation for Organizations Using the Worst Practice DEA Approach

The objective of this article is to present the Worst Practice Data Envelopment Analysis approach (WPF-DEA) to find the worst efficiency organizations. The main difference between WPF-DEA approach and the original DEA is that the WPF-DEA approach creates Worst Practice Frontier (WPF-DEA) based on the worst performance organization, while the original DEA approach creates Best Practice Frontier (BPF-DEA) based on the best performance organization. In this article, the basic concept of the original DEA and the WPF-DEA approach are introduced. The model formulations of both WPF-CCR and WPF-BCC approaches in terms of inputs and outputs oriented are provided. The BPF-DEA and WPF-BCC efficiency score of 41 insurance companies are illustrated as a sample. The last section gives a guideline for applying the WPF-DEA approach to evaluate organization efficiency.
