Abstract

สภาพแวดล้อมและความหลากหลายทางชีวภาพของลุ่มน้ำทะเลสาบ สงขลาเสื่อมสภาพลง มีสาเหตุจากการปล่อยน้ำเสียและสารเคมี การใช้เครื่องมือ ประมงที่ผิดกฎหมาย การทำลายป่าชายเลน และการรุกล้ำทะเลสาบ การบังคับ ใช้กฎหมายเป็นกลไกหนึ่งในการอนุรักษ์ความหลากหลายทางชีวภาพยังไม่เป็น เอกภาพ เนื่องจากมีกฎหมายที่เกี่ยวข้องหลายฉบับ องค์กรบังคับใช้กฎหมาย ไม่มีการประสานงานหรือบูรณาการในการป้องกัน แก้ไขและฟื้นฟูร่วมกันขาด กำลังของเจ้าหน้าที่ที่เพียงพอ กฎหมายบางฉบับล้าสมัยไม่ทันต่อสภาพการณ์ แห่งปัญหาที่เปลี่ยนแปลงไป การมีส่วนร่วมของชุมชนในการอนุรักษ์มีเพียงบาง ท้องที่ ปัญหาเหล่านี้แก้ไขได้ด้วยการบังคับใช้กฎหมายในการควบคุมการปล่อย น้ำเสียหรือสารเคมี การใช้เครื่องมือประมง และการควบคุมสิ่งปลูกสร้าง รุกล้ำทะเลสาบให้เข้มงวด ภาครัฐต้องสนับสนุนชุมชนให้มีส่วนร่วมและกำหนด เขตอนุรักษ์ทรัพยากรทางทะเลหรือฟาร์มทะเลทุกท้องที่

Law Enforcement for the Conservation of Biodiversity of the Songkhla Lake Basin.

The environment and biodiversity around Songkhla’s lake basin has obviously deteriorate due to many reasons, such as wastewater and chemicals discharge, a use of illegal fishing gears, damage to mangrove forest and trespass to the lake. The law enforcement, a mechanism of biodiversity conservation, is not unified as there are many related laws of which some are outdated and inadequate number of legal officers, and also the legal officers do not coordinate or integrate among sectors. People in merely some district participate in the conservation of biodiversity so it is necessary to utilize strict law enforcement concerning a release of wastewater or chemicals, fishing gears, constructions intruding on the lake basin. The government needs to stimulate the society to participate in conservation of marine resources and marine farm in every district.
