Abstract

การศึกษาเรื่อง การก่อเกิดพัฒนาการกองทุนเมืองในภาคตะวันออก เฉียงเหนือ : กรณีศึกษากองทุนพัฒนาที่อยู่อาศัยเมืองชุมแพ มีวัตถุประสงค์เพื่อ ศึกษาการก่อเกิด พัฒนาการกองทุนเมือง กระบวนการบริหารจัดการกองทุน การสนับสนุนของเครือข่ายภาคส่วน ที่มีต่อการดำเนินงานกองทุน ปัญหาอุปสรรค และข้อเสนอแนะรวมถึงแนวทางการพัฒนาการดำเนินงานกองทุนเมืองในภาค ตะวันออกเฉียงเหนือ ผลการศึกษาพบว่า จุดเริ่มต้นและพัฒนาของการเกิดกองทุน พัฒนาที่อยู่อาศัยเมืองชุมแพ เริ่มจาก ขั้นที่ 1 การมองเห็นปัญหาร่วม และเกิด ความตระหนักร่วม ขั้นที่ 2 การสร้างความมั่นใจในการสร้างทุนร่วม ขั้นที่ 3 ปฏิบัติ การกองทุนเมืองมีการบริหารจัดการเชิงแนวราบสร้างการมีส่วนร่วมจากทุกคน ขั้นที่ 4 สรุปบทเรียนสร้างการเรียนรู้ มีเวทีแลกเปลี่ยนเรียนรู้ อย่างต่อเนื่อง และ ขั้นที่ 5 ขยายผลและการสร้างเครือข่าย มีการขยายผลการดำเนินงานกองทุนไป ยังเครือข่ายองค์กรชุมชน จนเกิดการเชื่อมโยงขยายผลเรื่องการดำเนินงานกองทุน ที่เกิดผลสำเร็จอย่างเป็นรูปธรรม

The objectives of this research are (1) to study the formation and development of city fund in the northeast of Thailand : a case study of a housing development fund Chum Phae. (2) study the management process. (3) study the support from various networks that influence fund implementation. (4) obstacles and recommendations for improving the development and management of city fund in northeastern Thailand.

The formation and development of the Housing Development Fund Chum Phae from Step 1 to a visibility common problem. Awareness and participation. Step 2 Creating the confidence to create a joint venture. Step 3 operating the city funds, has managed to create a horizontal participation from everyone. Step 4 summarizes lessons and mark to a learning forum continued. Step 5 extended and network building. Performance Fund has expanded to a network of community organizations.
