Development of Educational Management Participation Model of Phatthalung Province

Abstract

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษาองค์ประกอบของรูปแบบการจัดการศึกษาแบบ มีส่วนร่วมและเพื่อพัฒนารูปแบบการจัดการศึกษาแบบมีส่วนร่วมของจังหวัดพัทลุง ดำเนิน การวิจัย 3 ขั้นตอน คือ 1) ศึกษาข้อมูลเบื้องต้นเพื่อกำหนด เป็นกรอบการวิจัย 2) การพัฒนา รูปแบบการจัดการศึกษาแบบมีส่วนร่วมโดยใช้เทคนิคเดลฟาย 3) ประเมินรูปแบบที่พัฒนา จากการศึกษาความคิดเห็นของผู้บริหารการศึกษา ผู้บริหารสถานศึกษา ผู้ที่เกี่ยวข้อง และ ผู้ทรงคุณวุฒิ โดยใช้เทคนิคการสนทนากลุ่มและแบบสอบถาม สรุปผลการวิจัย พบว่า ผู้เชี่ยวชาญ มีความเห็นตรงกันว่าการจัดการศึกษาแบบมีส่วนร่วมควรมีองค์ประกอบ 6 องค์ประกอบ คือ 1) การร่วมคิด 2) การร่วมวางแผน 3) การร่วมดำเนินงาน 4) การร่วมติดตาม 5) การร่วมประเมินผล และ 6) การร่วมในผลประโยชน์ ผลของการพัฒนารูปแบบเป็นรูปแบบ ที่ต้องดำเนินการเป็นกระบวนการขั้นตอนตาม องค์ประกอบ 6 ด้าน แต่ละด้านมีขั้นตอน กระบวนการ ด้านละ 6 ขั้นตอนย่อย การประเมินรูปแบบ ที่พัฒนาขึ้นจากผลการสนทนา กลุ่มของผู้เชี่ยวชาญ มีความเห็นด้วยกับองค์ประกอบของการจัดการศึกษาแบบมีส่วนร่วม ทุกองค์ประกอบ และจากผลการประเมินความคิดเห็นผู้ที่เกี่ยวข้องด้วยแบบสอบถาม พบว่า มีระดับความคิดเห็นด้วยกับองค์ประกอบในรูปแบบอยู่ในระดับมากที่สุด

Development of Educational Management Participation Model of Phatthalung Province

The purposes of the study were to investigate the factors of Educational Management Participation Model of Phatthalung province. The research methodology consisted of three steps: 1) the document concerning the participation model were analyzed for research framework design 2) Delphi technique was employed with educational experts for the participative model development 3) Survey Questionnaire and focus group techniques with stakeholders were used to evaluate the developed model.

The research results revealed that all the experts had a consensus that the six possible factors of Educational Administration Participative Model were participation in thinking, planning, implementing, monitoring, evaluation, and benefit sharing. The results from eight expert focus group interview agreed with all factors of the developed Educational Participation Model. The results from the focus group indicated the experts agreed with the developed model and the results from survey questionnaires also showed that level of the agreement were at the highest level Keyword : Factor, Model Educational Management
