Abstract

        This qualitative research used a participatory action researcb technique, The purposively selected research 3 areas are Sub-district Administrative Organization, in order to develop the potentiality of community leaders, and participatory leaming process so as to extend the results of knowledge management to the local goyernmenl organization network in Nakhon Sawan province. The key informants are sub-distrid organizarion administators,sub-district organization offcials, community leaders and representatives of the agencies in the area. The instruments used are an interview form with in-depth interview questions, participatory rneetings, seminar and workshops,
focus group discussions, public lbrums, freld study, and lesson tmnscribing. ln developing the potentiality of community leaders it was found that the community leaders are capable knowledge managers who can apply knowledge management ideas and principles in their family, community work and organizations. There are systematic plans as well as leaming and working designs which they have crcated together. At the community level, unde$tanding of knowledge management ideas and principles takes place through ways of life and situations all the way from befole doing, while doing, as well as after doing the operation. As for the participatory leaming process, the agencies have expaoded
knowledge management, causing the leaming among the participants in the network who are civil society academics and the agency of each area which depends on the leaming design, knowledge market management and knowledge sharing. This research has identified the development of potentiality of cornmunity leaden about their knowledge and capabilities for their work, the creation of leaming communities, the participation in determining the strategy ofdevelopment, the co-ordioation of utilizing the local resource together, and promoting the supplement of leaming by using several
t€chniques and instruments consistent with local community context continuously.
