บทคัดย่อ
บทความวิจัยนี้เป็นการวิจัยเชิญปฏิบัติการ มีวัตถุประสงค์เพื่อสร้างนวัตกรรมทางสังคมที่สามารถนำมาแก้ไขปัญหาในท้องถิ่นที่อาศัยการมีส่วนของจากหลายภาคส่วน โดยใช้กระบวนการวิจัยผ่านเครื่องมือการวิจัย 4 เครื่องมือ ได้แก่ 1) การประเมินความไม่พึงพอใจในบริการสาธารณะ 2) บัตรคะแนนประชาชน 3) การเรียนรู้การใช้จ่ายงบประมาณ และ 4) การปฏิบัติการเพื่อแก้ไขปัญหาในท้องถิ่นอย่างเป็นรูปธรรม ผลการใช้เครื่องมือการประเมินความไม่พึงพอใจในบริการสาธารณะและบัตรคะแนนประชาชนพบว่า ปัญหากรรมสิทธิ์ที่ดินในท่งุ หญ้าเลี้ยงสัตว์โคกปรือเป็นปัญหาที่ประชาชนในท้องถิ่นต้องการให้มีการแก้ไขมากที่สุด และผลจากการเรียนรู้การใช้จ่ายงบประมาณและการปฏิบัติเพื่อแก้ไขปัญหาในท้องถิ่น สามารถสร้างนวัตกรรมทางสังคม 4 อย่างเพื่อให้ภาครัฐนำไปแก้ไขปัญหาที่ดิน ได้แก่ 1) แนวปฏิบัติในการจัดการกรรมสิทธิ์ที่ดิน 2) การจัดตั้งคณะกรรมการจัดการที่ดิน 3) การจัดตั้งกองทุนการจัดการที่ดิน และ 4) ระบบการพิจารณาการให้สิทธิ์กับผู้ถือกรรมสิทธิ์รายใหม่ในพื้นที่ทุ่งหญ้าเลี้ยงสัตว์โคกปรือ ทั้งนี้ เครื่องมือการวิจัยควรได้รับการนำไปปรับใช้ในท้องที่อื่น เพื่อสนับสนุนการบริการสาธารณะของหน่วยงานรัฐให้มีประสิทธิภาพและช่วยส่งเสริมกระบวนการประชาธิปไตยในประเทศไทย
