นโยบายคมนาคมของมณฑลเสฉวนภายใต้ยุทธศาสตร์ BRI และผลกระทบต่อประเทศไทย

บทคัดย่อ
การวิจัยนี้เป็นวิจัยเชิงคุณภาพมีวัตถุประสงค์ 1) เพื่อศึกษาที่มาความสำเร็จของแผนยุทธศาสตร์ของมณฑลเสฉวนด้านการเป็นศูนย์กลางคมนาคมของสาธารณรัฐประชาชนจีน 2) เพื่อวิเคราะห์โอกาสและอุปสรรคจากนโยบายการคมนาคมของมณฑลเสฉวนที่ส่งผลกระทบต่อประเทศไทย เครื่องมือที่ใช้ได้แก่ แบบสัมภาษณ์เชิงลึกโดยเลือกตัวอย่างแบบเจาะจง 3 กลุ่ม แบ่งเป็นนักวิชาการจากจีน 2 คน นักวิชาการไทย 2 คนและผู้ประกอบการขนส่งข้ามแดนในจังหวัดเชียงรายจำนวน 2 คน เพื่อวิเคราะห์ข้อมูลการวิเคราะห์ จุดแข็ง จุดอ่อน โอกาส และอุปสรรค (SWOT Analysis) และนำเสนอผลโดยวิธีพรรณนาวิเคราะห์ ผลการวิจัยพบว่า 1) แผนยุทธศาสต์มณฑลเสฉวนกับแผนยุทศาสตร์ของประเทศจีนมีความสอดคล้องกัน โดยทุกแผนต่างกำหนดความสำคัญของมณฑลเสฉวนในฐานะศูนย์กลางคมนาคมภาคตะวันตก 2) ประเทศไทยจะได้รับโอกาสจากการแลกเปลี่ยนทางด้านเทคโนโลยี การกระจายความเจริญไปสู่ภูมิภาคตามแนวเส้นทางขนส่งใหม่และการหลุดพ้นจากกับดักรายได้ปานกลาง ส่วนอุปสรรคที่ไทยจะต้องเผชิญ ได้แก่ ภาวะสมองไหล ภาวะขาดแคลนแรงงานอุตสาหกรรม ปัญหาการเชื่อมต่อไม่ราบรื่นจากการเชื่อมโยงในประเทศที่เป็นทางผ่าน
