บทคัดย่อ
ปัญหาจราจรเป็นปัญหาสำคัญที่หน่วยงานที่เกี่ยวข้องพยายามแก้ไขมาอย่างต่อเนื่องและพื้นที่อำเภอเมืองนครปฐมเป็นเขตที่มีสถิติอุบัติเหตุสูงสุดของจังหวัด แนวทางสำคัญที่ช่วยลดปัญหาดังกล่าวได้คือการปฏิบัติหน้าที่ของเจ้าหน้าที่ตำรวจจราจรอย่างเต็มกำลังความสามารถ การศึกษาแนวทางในการเพิ่มประสิทธิภาพการปฏิบัติงานของตำรวจจราจร สถานีตำรวจภูธรเมืองนครปฐม จังหวัดนครปฐม มีวัตถุประสงค์เพื่อ ศึกษาปัญหาอุปสรรคในการปฏิบัติงานด้านจราจรของตำรวจจราจร รวมทั้งหาแนวทางเพิ่มประสิทธิภาพในการปฏิบัติงานจราจรของตำรวจจราจรสถานีตำรวจภูธรเมืองนครปฐม จังหวัดนครปฐม การศึกษาครั้งนี้เป็นการวิจัยเชิงคุณภาพ (Quality research) เก็บรวบรวมข้อมูลโดยการสัมภาษณ์เชิงลึก (In-depth Interview) เครื่องมือเก็บรวบรวมข้อมูลที่ใช้คือแบบสัมภาษณ์เชิงโครงสร้าง (Structured Interview) กลุ่มตัวอย่างคือผู้ให้ข้อมูลหลัก (Key Informant) ได้แก่ ผู้บริหารและเจ้าหน้าที่งานจราจรสถานีตำรวจภูธรเมืองนครปฐม จังหวัดนครปฐม จำนวน 15 ราย และผู้ใช้รถใช้ถนนในพื้นที่ดูแลของสถานีตำรวจฯ จำนวน 30 ราย ผลการศึกษาพบว่าแนวทางในการเพิ่มประสิทธิภาพการปฏิบัติงานเพื่อลดข้อจำกัดด้านการบริหารจัดการองค์กร ได้แก่ การสนับสนุนปัจจัยงบประมาณและบุคลากร การทบทวนกฎระเบียบแนวปฏิบัติใหม่ๆ ให้ทันต่อการเปลี่ยนแปลง ควรมีการอบรมให้ความรู้เจ้าหน้าที่ การสร้างเครือข่ายความร่วมมือกับหน่วยงานที่เกี่ยวข้อง ส่วนการเพิ่มประสิทธิภาพการปฏิบัติงานเกี่ยวกับการบังคับใช้กฎหมายจราจรกับผู้ใช้รถใช้ถนน ได้แก่ การประชาสัมพันธ์ รณรงค์ให้ความรู้และเปิดโอกาสให้ผู้ใช้รถใช้ถนนเข้ามีส่วนร่วมในงานด้านจราจรมาก เป็นต้น
