แนวทางการพัฒนาระบบการบริหารเพื่อเสริมสร้างประสิทธิผลการจัดการ ขยะมูลฝอยขององค์กรปกครองส่วนท้องถิ่นในจังหวัดลำปาง

บทคัดย่อ
บทความนี้มีวัตถุประสงค์เพื่อศึกษาหาแนวทางการพัฒนาระบบการบริหารเพื่อเสริมสร้างประสิทธิผลการจัดการขยะมูลฝอยขององค์ปกครองส่วนท้องถิ่นในจังหวัดลำปาง เป็นงานวิจัยเชิงคุณภาพ เก็บข้อมูลจากการสัมภาษณ์กึ่งโครงสร้าง การจัดสนทนากลุ่มย่อย มีผู้ให้ข้อมูลสำคัญจำนวน 82 คน เป็นตัวแทนจากองค์กรปกครองส่วนท้องถิ่นในจังหวัดลำปาง ผลการศึกษาวิจัยพบว่า แนวทางการพัฒนาระบบการบริหารเพื่อเสริมสร้างประสิทธิผลการจัดการขยะมูลฝอยขององค์ปกครองส่วนท้องถิ่นในจังหวัดลำปาง จำเป็นต้องพัฒนาดังนี้ การพัฒนาเชิงนโยบาย การพัฒนาแผนยุทธศาสตร์บริหารจัดการขยะมูลฝอยเชิงบูรณาการ การพัฒนากิจกรรมโครงการการจัดการขยะมูลฝอย การพัฒนาศักยภาพเชิงการคิดของผู้บริหารและสมาชิกสภาท้องถิ่น การพัฒนาศักยภาพด้านการคิดของข้าราชการส่วนท้องถิ่น การพัฒนาศักยภาพบุคลากรฝ่ายปฏิบัติการ การพัฒนากระบวนการมีส่วนร่วม การพัฒนาการจัดการบริการ การพัฒนาเทคโนโลยีเพื่อการจัดเก็บขยะมูลฝอย การพัฒนาระบบกฎหมาย และการพัฒนาเสริมสร้างชุมชนต้นแบบ
