บทคัดย่อ
โครงการวิจัย “ความพร้อมและศักยภาพการพัฒนาการบริหารเทศบาลนครเกาะสมุย เพื่อรองรับการยกระดับเป็นองค์กรปกครองส่วนท้องถิ่นรูปแบบพิเศษ: ข้อเสนอแนวทางการจัดตั้งนครเกาะสมุย” มีวัตถุประสงค์เพื่อทบทวนบริบทและขอบเขตการบริหารเทศบาลนครเกาะสมุย ศึกษาความพร้อมและศักยภาพในการยกระดับเป็นองค์กรปกครองส่วนท้องถิ่นรูปแบบพิเศษ โดยใช้ระเบียบวิธีวิจัยแบบผสมผสาน กลุ่มตัวอย่างเชิงปริมาณจำนวน 400 ตัวอย่าง ใช้การสุ่มตัวอย่างแบบสุ่มง่าย และผู้ให้ข้อมูลสำคัญเชิงคุณภาพจำนวน 9 ราย ใช้การสุ่มแบบเจาะจงจากผู้มีบทบาทที่เกี่ยวข้องกับประเด็นวิจัย ผลการศึกษาพบว่า เทศบาลนครเกาะสมุยจำเป็นต้องพึ่งพางบประมาณจากภาครัฐในกิจการบางประเภท และยังขาดอำนาจในการจัดการท้องถิ่นอย่างเต็มรูปแบบ ส่งผลให้ไม่สามารถแสดงศักยภาพได้อย่างเต็มที่ แนวทางการยกระดับเทศบาลนครเกาะสมุย ได้แก่ (1) พัฒนากลยุทธ์เชิงปฏิบัติการเพื่อแก้ไขปัญหาสาธารณูปโภคและสิ่งแวดล้อมในพื้นที่ และ (2) ผลักดันให้รัฐบาลกลางทบทวนศักยภาพของเทศบาล พร้อมใช้กลไกทางสังคมจากภาคประชาชนเพื่อสร้างแรงสนับสนุนในการยกระดับเป็นองค์กรปกครองรูปแบบพิเศษ ซึ่งจะนำไปสู่การจัดตั้ง “นครเกาะสมุย” อย่างยั่งยืนในอนาคต
