บทคัดย่อ

ที่มาและวัตถุประสงค์: การพัฒนาการให้บริการด้านการท่องเที่ยวอย่างยั่งยืนมีความสำคัญต่อการยกระดับมาตรฐานการให้บริการและเพิ่มขีดความสามารถในการแข่งขันของธุรกิจโรงแรม โดยเฉพาะการตอบสนองต่อพฤติกรรมนักท่องเที่ยวที่ให้ความสำคัญกับสิ่งแวดล้อมและความยั่งยืน การท่องเที่ยวสีขาวเป็นแนวทางที่มุ่งเน้นการให้บริการที่เป็นมิตรต่อสิ่งแวดล้อม สะอาด ปลอดภัย และยั่งยืน ขณะที่โมเดลเศรษฐกิจชีวภาพ เศรษฐกิจหมุนเวียน และเศรษฐกิจสีเขียว (BCG Economy Model) เป็นแนวทางสำคัญในการส่งเสริมการใช้ทรัพยากรอย่างมีประสิทธิภาพและรับผิดชอบต่อสิ่งแวดล้อม การวิจัยนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาปัจจัยนำเข้าในการพัฒนาผู้ประกอบการกลุ่มโรงแรมด้านการให้บริการการท่องเที่ยว 2) ศึกษากระบวนการพัฒนาภายใต้โมเดลเพื่อการเปลี่ยนแปลง ADKAR 3) ศึกษาผลลัพธ์ที่คาดว่าจะได้รับจากรูปแบบการพัฒนาผู้ประกอบการกลุ่มโรงแรม และ 4) ศึกษาผลสัมฤทธิ์ในการยกระดับมาตรฐานการให้บริการของกลุ่มโรงแรมในพื้นที่เขตการท่องเที่ยวฝั่งทะเล

ระเบียบวิธีการศึกษา: การวิจัยนี้เป็นการวิจัยเชิงคุณภาพ คัดเลือกผู้ให้ข้อมูลสำคัญแบบเจาะจงจากผู้ที่มีส่วนเกี่ยวข้องโดยตรงกับการพัฒนาผู้ประกอบการกลุ่มโรงแรมและการให้บริการด้านการท่องเที่ยว เก็บรวบรวมข้อมูลด้วยการสัมภาษณ์เชิงลึก จำนวน 27 คน และการสนทนากลุ่ม จำนวน 8 คน เครื่องมือที่ใช้ในการวิจัย ได้แก่ แบบสัมภาษณ์เชิงลึกและแนวคำถามสำหรับการสนทนากลุ่ม วิเคราะห์ข้อมูลด้วยการวิเคราะห์เชิงเนื้อหา เพื่อสังเคราะห์ประเด็นสำคัญเกี่ยวกับปัจจัยนำเข้า กระบวนการเปลี่ยนแปลง ผลลัพธ์ที่คาดว่าจะได้รับ และการยกระดับมาตรฐานการให้บริการของกลุ่มโรงแรม
ผลการศึกษา: ผลการศึกษาพบว่า 1) นโยบายและแนวทางการพัฒนาผู้ประกอบการโรงแรมและการให้บริการด้านการท่องเที่ยวมีความสอดคล้องกับหลักการของโมเดลเศรษฐกิจชีวภาพ เศรษฐกิจหมุนเวียน และเศรษฐกิจสีเขียว (BCG Economy Model) โดยโรงแรมหลายแห่งเริ่มนำเทคโนโลยีสะอาดและวัสดุที่เป็นมิตรต่อสิ่งแวดล้อมและมีความยั่งยืนมาใช้ในการดำเนินงาน อย่างไรก็ตาม ยังมีความต้องการการสนับสนุนจากภาครัฐเพื่อส่งเสริมและขยายแนวทางดังกล่าว 2) โมเดล ADKAR เป็นกระบวนการสำคัญในการขับเคลื่อนการเปลี่ยนแปลงของผู้ประกอบการโรงแรม โดยเริ่มจากการให้ข้อมูลและสร้างความตระหนักถึงประโยชน์ของการพัฒนาโรงแรมที่เป็นมิตรต่อสิ่งแวดล้อม ตลอดจนการเสริมสร้างองค์ความรู้และสนับสนุนการนำวิธีการและแนวปฏิบัติใหม่ไปประยุกต์ใช้ 3) การนำเทคโนโลยีที่ยั่งยืนมาใช้และการพัฒนาโรงแรมที่ใส่ใจสิ่งแวดล้อมช่วยเพิ่มขีดความสามารถในการแข่งขัน และสามารถดึงดูดนักท่องเที่ยวที่ให้ความสำคัญกับการท่องเที่ยวสีขาว และ 4) การใช้เทคโนโลยีที่ยั่งยืนและวัสดุที่เป็นมิตรต่อสิ่งแวดล้อมช่วยยกระดับมาตรฐานการให้บริการ เพิ่มความน่าเชื่อถือของโรงแรม และเสริมสร้างความสามารถในการแข่งขันทางธุรกิจในระยะยาว
การประยุกต์ใช้: ผลการศึกษาสามารถนำไปใช้เป็นแนวทางในการพัฒนาผู้ประกอบการกลุ่มโรงแรมให้สามารถปรับปรุงการให้บริการตามแนวทางการท่องเที่ยวสีขาวและหลักการของโมเดลเศรษฐกิจ BCG โดยหน่วยงานภาครัฐและองค์กรที่เกี่ยวข้องกับการท่องเที่ยวสามารถนำไปใช้ในการกำหนดแนวทางการฝึกอบรม การพัฒนาองค์ความรู้ และกลไกการสนับสนุนการนำเทคโนโลยีสะอาด วัสดุที่ยั่งยืน และแนวปฏิบัติด้านสิ่งแวดล้อมมาใช้ในธุรกิจโรงแรม นอกจากนี้ โมเดล ADKAR สามารถนำมาประยุกต์ใช้เป็นกรอบในการบริหารจัดการการเปลี่ยนแปลงของผู้ประกอบการและบุคลากรในธุรกิจโรงแรมได้
บทสรุป: รูปแบบการพัฒนาผู้ประกอบการกลุ่มโรงแรมโดยบูรณาการแนวทางการท่องเที่ยวสีขาวเข้ากับโมเดลเศรษฐกิจ BCG และกระบวนการบริหารการเปลี่ยนแปลงตามโมเดล ADKAR สามารถสนับสนุนการปรับเปลี่ยนธุรกิจโรงแรมไปสู่การให้บริการที่มีความรับผิดชอบต่อสิ่งแวดล้อมและมีความยั่งยืน ส่งผลต่อการยกระดับมาตรฐานการให้บริการ เพิ่มความน่าเชื่อถือ และเสริมสร้างขีดความสามารถในการแข่งขันของผู้ประกอบการโรงแรมในพื้นที่เขตการท่องเที่ยวฝั่งทะเลตะวันออกในระยะยาว
