บทคัดย่อ

ที่มาและวัตถุประสงค์: การระบาดของโรคโควิด 19 ส่งผลกระทบอย่างมากต่อชีวิตการทำงานและชีวิตครอบครัวของผู้หญิง โดยเฉพาะผู้หญิงที่ประกอบอาชีพซึ่งต้องอาศัยความใกล้ชิดทางกาย การดูแล การปฏิสัมพันธ์ระหว่างบุคคล และการให้บริการทางร่างกายหรืออารมณ์ ซึ่งสามารถอธิบายผ่านแนวคิด “แรงงานใกล้ชิด” (intimate labor) ขณะเดียวกัน อาชีพเหล่านี้ยังมีความเกี่ยวข้องกับมิติเพศภาวะและการทำให้แรงงานมีลักษณะเป็นหญิง บทความนี้มีวัตถุประสงค์เพื่อศึกษาผลกระทบจากการระบาดของโรคโควิด 19 ที่มีต่อผู้หญิงที่ทำงานแรงงานใกล้ชิด โดยมุ่งพิจารณาความเชื่อมโยงระหว่างมิติด้านแรงงาน สุขภาพ เพศภาวะ และครอบครัว รวมทั้งศึกษาว่าตำแหน่งทางสังคมและลักษณะการอยู่อาศัยของครอบครัวมีส่วนกำหนดประสบการณ์และภาระความรับผิดชอบของผู้หญิงในช่วงการระบาดอย่างไร
ระเบียบวิธีการศึกษา: การศึกษาใช้ระเบียบวิธีวิจัยแบบผสมผสาน โดยประกอบด้วยการวิจัยเชิงสำรวจและการสัมภาษณ์เชิงคุณภาพ กลุ่มศึกษาประกอบด้วยผู้หญิงที่ทำงานแรงงานใกล้ชิด 4 กลุ่มอาชีพในกรุงเทพมหานครและปริมณฑล ได้แก่ พยาบาลและพนักงานต้อนรับในโรงแรม ซึ่งเป็นแรงงานในระบบ และพนักงานนวด/สปาและช่างเสริมสวย/ทำผม ซึ่งเป็นแรงงานนอกระบบ การศึกษาใช้แนวคิดแรงงานใกล้ชิดและการทำให้แรงงานมีลักษณะเป็นหญิงเป็นกรอบแนวคิดในการศึกษาและวิเคราะห์ประสบการณ์ของผู้หญิงในช่วงการระบาด โดยพิจารณาผลกระทบที่เชื่อมโยงกันทั้งด้านการจ้างงานและรายได้ สุขภาพกายและสุขภาพจิต ภาระงานในครัวเรือน และความสัมพันธ์ในครอบครัว
ผลการศึกษา: ผลการศึกษาพบว่าการระบาดของโรคโควิด 19 ส่งผลกระทบอย่างมากต่อผู้หญิงที่ทำงานแรงงานใกล้ชิด แต่ระดับและลักษณะของผลกระทบแตกต่างกันตามกลุ่มอาชีพและตำแหน่งทางสังคม ผลกระทบด้านเศรษฐกิจปรากฏอย่างเด่นชัดในกลุ่มพนักงานนวด/สปาและช่างเสริมสวย/ทำผม ซึ่งเป็นแรงงานนอกระบบและมีความเปราะบางด้านรายได้และโอกาสในการทำงานจากมาตรการควบคุมการระบาด นอกจากนี้ ผู้หญิงยังต้องเผชิญกับความเสี่ยงทั้งด้านสุขภาพกายและสุขภาพจิต ในมิติเพศภาวะและครอบครัว ผู้หญิงมีภาระในการทำงานบ้านเพิ่มขึ้นและบางกรณีเผชิญความขัดแย้งภายในครอบครัวมากขึ้น ความกดดันดังกล่าวนำไปสู่ปัญหาความสัมพันธ์ที่รุนแรงในผู้ให้ข้อมูลบางราย รวมถึงการหย่าร้างหรือแยกทาง ทั้งนี้ ประสบการณ์ของผู้หญิงยังแตกต่างกันตามลักษณะการอยู่อาศัยของครอบครัวและตำแหน่งทางสังคม ได้แก่ สถานภาพสมรส ฐานะทางเศรษฐกิจ อายุ และความเป็นแม่
การประยุกต์ใช้: ผลการศึกษาสามารถนำไปใช้ประกอบการพัฒนานโยบายแรงงานและการคุ้มครองทางสังคมที่คำนึงถึงความเปราะบางเฉพาะของผู้หญิงที่ทำงานแรงงานใกล้ชิด โดยเฉพาะแรงงานนอกระบบที่รายได้และการจ้างงานได้รับผลกระทบอย่างมากในภาวะวิกฤตด้านสาธารณสุข นอกจากนี้ ผลการศึกษายังชี้ให้เห็นถึงความจำเป็นในการบูรณาการมิติเพศภาวะและครอบครัวเข้ากับมาตรการรับมือภาวะวิกฤต โดยไม่แยกประเด็นด้านแรงงาน สุขภาพ และภาระในครัวเรือนออกจากกัน
บทสรุป: การระบาดของโรคโควิด 19 ส่งผลต่อผู้หญิงที่ทำงานแรงงานใกล้ชิดในหลายมิติที่เชื่อมโยงกัน ทั้งด้านเศรษฐกิจ สุขภาพ เพศภาวะ และครอบครัว ผลกระทบไม่ได้จำกัดอยู่เพียงการจ้างงานและรายได้ แต่ยังครอบคลุมถึงสุขภาวะทางกายและจิต ภาระงานในครัวเรือน และความสัมพันธ์ระหว่างสมาชิกในครอบครัว ขณะเดียวกัน ลักษณะการอยู่อาศัยของครอบครัวและตำแหน่งทางสังคมของผู้หญิงมีบทบาทสำคัญในการกำหนดประสบการณ์ดังกล่าว การทำความเข้าใจความเชื่อมโยงของมิติเหล่านี้จึงมีความสำคัญต่อการพัฒนานโยบายแรงงานและนโยบายสังคมที่มีความละเอียดอ่อนต่อมิติเพศภาวะและครอบคลุมกลุ่มแรงงานที่หลากหลายในการรับมือกับวิกฤตด้านสาธารณสุขในอนาคต
