Guideline to Enhance Thailand’s Policy on Homeless Children

Abstract

This This is a qualitative research via documentary investigation and in-depth interviews, the objectives of which are as follows: (1) to study homeless-children policy; (2) to analyze concepts in the formulation of policy in order to resolve homeless-children problems; and (3) to study approaches towards the development of appropriate homeless-children policy. The researcher used the qualitative research model. The tools used are documentary and in-depth interview of 18 people. As for data analysis, the researcher used analytic induction.


The results of the research revealed that (1) The development of the street children policy in Thailand can be divided into 4 eras, which has not yet been able to solve the problems of street children in Thailand even though there are additional mechanisms to protect street children with the establishment of Department of Children and Youth Affairs and the National Child Protection Strategy 2017-2021 specifically (2) the concept of the policy formulation process to solve the problems of street children in Thailand, family problems are a leading cause of street children problems. Each department is responsible for and take charge of its own responsibility. The systematic model must be used as a model for policy making and (3) the guidelines for the development of the policy of children in Thailand, policies and strategies should be formulated to guide the works to be in the same direction.
