An Environmental Fund Administration for Mining Project in Thailand

Abstract

This academic article aim to analyze the management of the environmental funds for the Mining Project in Thailand. The paper will help the fund manager to manage the fund efficiently and also be fair to both beneficial parties and the parties who lost their benefit. The 4M principles (man, money, materials, and management) are used as a guideline for analyzing The Environmental Fund Management System for the Mining project.


The analytical data illustrates that the fund management system established by the Department of Primary Industries and Mines should consider more in the following issues. Man: The committee for managing the health fund and the committee for managing the fund to develop the community around the mining site should be combined into one committee. The representative of province officers is not necessarily to be on the management committee but can be invited to be the commentator in an appropriate manner. Money: The management committee should provide studies of how to collect funds that are identified by the type of Mining Projects. Material: The management committee should issue particular regulations to manage the fund properly and clearly in order for the money to be used in an appropriate manner and with the correct objective. Management: The studies should be established appropriately to manage the budget and the money collected into the fund and the information system such as the plan progressing report. The information should be collected and organized into an information system for the Department of Primary Industries and Mines.
