Legal Measures Concerning Hate Crimes

Abstract

This research article aims to study (1) concepts and theories related to hate crimes; (2) problems of offences concerning hate crimes in Thailand; (3) law related to hate crimes in foreign countries; (4) develop the law related to hate crimes in Thailand. This research is qualitative research and collecting data by document research and in-depth interviews. Data were analyzed using content analysis techniques and interpreted comparison.


Findings are as follows: Thailand does not have a specific hate crime law. Therefore, hate crime laws should be enacted and the definition of hate crime included in the Criminal Code, including harsher penalties for ethnic hate crimes, race, religion, disability, sexual orientation, or victim identity. Collect statistics on hate crimes for the purpose of creating a database of hate crimes that is of international standard for use in the justice system.
