บทบาทของคณะกรรมการชุมชนในการพัฒนาชุมชนแออัด: กรณีศึกษาชุมชนซอยสมบูรณ์พัฒนา 2 เขตดินแดง กรุงเทพมหานคร

Abstract

การวิจัยครั้งนี้ มีวัตถุประสงค์เพื่อ (1) ศึกษาปัญหาชุมชนแออัดของชุมชนซอยสมบูรณ์พัฒนา 2 เขตดินแดง กรุงเทพมหานคร (2) ศึกษาบทบาทของคณะกรรมการชุมชนในการพัฒนาชุมชนแออัดของชุมชนซอยสมบูรณ์พัฒนา 2 เขตดินแดง กรุงเทพมหานคร และ (3) ศึกษาผลการพัฒนาชุมชนแออัดของชุมชนซอยสมบูรณ์พัฒนา 2 เขตดินแดง กรุงเทพมหานคร

การวิจัยนี้เป็นการวิจัยเชิงคุณภาพ เก็บรวบรวมข้อมูลโดยใช้การสัมภาษณ์แบบมีโครงสร้าง โดยสัมภาษณ์บุคลากรของฝ่ายพัฒนาชุมชนและสวัสดิการสังคม เขตดินแดง คณะกรรมการชุมชน และประชาชนในชุมชนซอยสมบูรณ์พัฒนา 2

ผลการวิจัย พบว่า (1) ปัญหาของชุมชนแออัดซอยสมบูรณ์พัฒนา 2 ได้แก่ ปัญหาเรื่องที่ดินเพื่อก่อสร้างบ้านพักอาศัย ปัญหาขยะในชุมชน และปัญหายาเสพติด (2) คณะกรรมการชุมชน ซอยสมบูรณ์พัฒนา 2 ได้แสดงบทบาทในการพัฒนาชุมชน ที่โดดเด่น ใน 4 บทบาท ตามลำดับของความเข้ม คือ บทบาทด้านการประสานงาน บทบาทด้านการประชาสัมพันธ์ บทบาทด้านการส่งเสริมประชาธิปไตย และบทบาทด้านการส่งเสริมทรัพยากรเพื่อใช้ในการพัฒนาชุมชน คณะกรรมการชุมชนซอยสมบูรณ์พัฒนา 2 ได้ทำหน้าที่หลักครบทุกข้อ และมีความเข้าใจในบทบาท หน้าที่ของตนเอง ค่อนข้างสูง เนื่องจากประธานกรรมการชุมชน และคณะกรรมการท่านอื่นๆ ได้ทำหน้าที่นี้มานานหลายปี และ (3) ผลของการพัฒนาชุมชนของคณะกรรมชุมชนทั้ง 5 ด้าน มีความโดดเด่นในทุกด้าน แต่มีบางด้านที่คณะกรรมการชุมชนไม่สามารถดำเนินการพัฒนาให้กับชุมชนได้ เช่น การจัดตั้งกลุ่มอาชีพ การจัดตั้งกลุ่มออมทรัพย์

THE ROLES OF COMMUNITY COMMITTEES IN SLUM DEVELOPMENT: A CASE STUDY OF SOISOMBOONPHATTHANA 2 COMMUNITY DINDAENG DISTRICT, BANGKOK

The research aimed to (1) study the problems of slum communities Soi Somboonphatthana 2 Dindaeng district, Bangkok (2) study the role of the community Committees in the development of slum communities Din Daeng neighborhood of Soi Somboonphatthana 2 Dindaeng district, Bangkok and (3) study the result of the development of slums communities Soi Somboonphatthana 2 Dindaeng district, Bangkok

This study was a qualitative research.  Data were collected using structured interviews. By interviewing the personnel of Community Development and Social Welfare Committee Party, Daeng community. community Committees and People in community of Soi Somboonphatthana 2.

The research findings were 1) the problem of slum community Soi Somboonphatthana 2, including land for housing construction, Waste issues in the community And drug problems. 2) Community Committee of Soi Somboonphatthana 2 has a role in the development community t in four prominent role by the intensity of the role. Coordinator role, Public relations role, promoting democracy role and promoting resource for the community role. Community Committee of Soi Somboonphatthana 2 has developed community complete all and an understanding of the role because of their relatively high, community chairman and other Community Committee Has served for many years. 3) Result of the development of Community Board 5, the entire community is prominent in all aspects. But there are some areas where the community cannot continue to develop the community, such as the establishment of a professional group and establishing savings groups.
