การมีส่วนร่วมของประชาชนในการจัดการสิ่งแวดล้อม: กรณีศึกษาชุมชนบ้านทุ่งศรี อำเภอร้องกวาง จังหวัดแพร่

Abstract

ในอดีตประเทศไทยมุ่งเน้นการพัฒนาเศรษฐกิจเป็นหลัก ส่งผลให้เกิดปัญหาด้านสิ่งแวดล้อมต่าง ๆ ตามมา โดยเฉพาะการจัดการปัญหาด้านสิ่งแวดล้อมในระดับท้องถิ่น ที่ขาดการมีส่วนร่วมของประชาชน อย่างเหมาะสม ทำให้การแก้ไขปัญหาสิ่งแวดล้อมไม่ประสบความสำเร็จเท่าที่ควร การวิจัยนี้มีวัตถุประสงค์ เพื่อศึกษากระบวนการมีส่วนร่วมของประชาชนในการจัดการสิ่งแวดล้อม ปัจจัยที่ส่งผลต่อความสำเร็จและ ปัญหาหรืออุปสรรคของการมีส่วนร่วมของประชาชนในการจัดการสิ่งแวดล้อมของชุมชนบ้านทุ่งศรี จังหวัด แพร่ และเสนอแนวทางในการส่งเสริมและสนับสนุนการมีส่วนร่วมของประชาชนในการจัดการสิ่งแวดล้อม งานวิจัยนี้เป็นการศึกษาเชิงคุณภาพ เก็บรวบรวมข้อมูลโดยการสัมภาษณ์เชิงลึกร่วมกับการสังเกตการณ์แบบ ไม่มีส่วนร่วม

ผลการศึกษาพบว่า ประชาชนชุมชนบ้านทุ่งศรีส่วนใหญ่มีการใช้สารเคมีในการทำการเกษตรและการ เผาหลังการเก็บเกี่ยว ซึ่งส่งผลกระทบต่อสุขภาพอนามัยและสิ่งแวดล้อมของชุมชนเป็นอย่างมาก ประชาชนจึง ร่วมคิดและร่วมดำเนินการในการแก้ไขปัญหา โดยการจัดกิจกรรมการลดการใช้สารเคมี ชุมชนปลอดการเผา การคัดแยกขยะในครัวเรือน ทำให้ชุมชนบ้านทุ่งศรีประสบความสำเร็จและเป็นชุมชนต้นแบบด้านการจัดการ สิ่งแวดล้อม โดยการมีส่วนร่วมของประชาชนจะเป็นแนวทางสำคัญที่จะสามารถขับเคลื่อนให้ชุมชนสามารถ แก้ไขปัญหาและพัฒนาชุมชนให้เป็นสังคมที่เข้มแข็งอย่างยั่งยืน

PUBLIC PARTICIPATION IN ENVIRONMENTAL MANAGEMENT:A CASE STUDY OF BANTHUNGSRI COMMUNITY RONGKWANG, PHRAE PROVINCE, THAILAND

In the past, economic development was the major focus in Thailand, which resulted in environmental problems. In particular, a lack of public participation in local environment management, prevents successful solutions to environmental problems. The purposes of the present research were to study the public participation process regarding environmental management; to investigate the factors that led to the success, obstacles, and problems of public participation in environmental management in Banthungsri community, Rongkwang, Phrae Province; and to propose approaches to promote and support public participation in environmental management. This qualitative research employed in-depth interviews and non-participant observations.

The results showed that most of the people in Banthungsri community used chemicals in agriculture and burned agricultural areas after harvests, which had a severe impact on the people’s health and the environment. Accordingly, the people in the community brainstormed about ways to solve the problems and organized activities to promote the reduction of chemical use, the prevention of farm burning, and waste segregation. Due to the success of the activities, Banthungsri community became the community with the best practice in environmental management. This success is a demonstration of how public participation can bring sound solutions to problems and a sustainable development of the community.
