การประยุกต์ใช้แนวคิดปรัชญาของเศรษฐกิจพอเพียงในการบริหารจัดการกองทุนหมู่บ้านต้นแบบของจังหวัดสมุทรสาคร

Abstract

การวิจัยมีวัตถุประสงค์เพื่อ (1) ศึกษาองค์ประกอบที่ส่งผลต่อการบริหารจัดการกองทุนหมู่บ้านและชุมชนเมืองให้ประสบความสำเร็จ (2) ผลสำเร็จของกองทุนหมู่บ้านและชุมชนเมืองตามเกณฑ์มาตรฐานของสำนักงานกองทุนหมู่บ้านและชุมชนเมืองแห่งชาติ และ (3) การประยุกต์ใช้แนวคิดปรัชญาของเศรษฐกิจพอเพียงในกระบวนการบริหารจัดการที่ดีของกองทุนหมู่บ้านและชุมชนเมืองต้นแบบของจังหวัดสมุทรสาคร โดยใช้วิธีการวิจัยเชิงผสม และเก็บรวบรวมข้อมูลจาก (1) ตัวแทนคณะกรรมการของกองทุนหมู่บ้านและชุมชนเมือง และ (2) เจ้าหน้าที่ของสำนักงานพัฒนาชุมชนอำเภอ ผลการวิจัยพบว่า

1. องค์ประกอบที่ส่งผลต่อการบริหารจัดการกองทุนหมู่บ้านและชุมชนเมืองให้ประสบความสำเร็จในภาพรวมมีค่าเฉลี่ยอยู่ในระดับมาก โดยมีด้านภาวะผู้นำมีค่าเฉลี่ยมากที่สุด รองลงมาตามลำดับคือ ด้านโครงสร้าง ด้านวิธีการดำเนินงาน และด้านบุคลากรมีค่าเฉลี่ยน้อยที่สุด

2. ผลสำเร็จของกองทุนหมู่บ้านและชุมชนเมืองตามเกณฑ์มาตรฐานของสำนักงานกองทุนหมู่บ้านและชุมชนเมืองแห่งชาติในภาพรวมมีค่าเฉลี่ยอยู่ในระดับมาก  โดยมีด้านการบริหารจัดการมีค่าเฉลี่ยมากที่สุด รองลงมาตามลำดับคือ ด้านผลการดำเนินงาน และด้านการเสริมสร้างความเข้มแข็งมีค่าเฉลี่ยน้อยที่สุด

3. การประยุกต์ใช้แนวคิดปรัชญาของเศรษฐกิจพอเพียงในกระบวนการบริหารจัดการที่ดีของกองทุนหมู่บ้านและชุมชนเมืองต้นแบบของจังหวัดสมุทรสาครพบว่ามีการนำทั้ง 5 หลักการมาประยุกต์ใช้แบบผสมผสาน ใน 2 ประเด็นคือ (1) ความมีเหตุผลผสมผสานกับความมีภูมิคุ้มกันในตัว และความพอประมาณ และ (2) ความมีคุณธรรมผสมผสานกับการประยุกต์ ใช้ความรู้ในการดำเนินงาน โดยเน้นที่ความเหมาะสมกับบริบทของกองทุนหมู่บ้านและชุมชนเมือง

THE APPLICATION OF SUFFICIENCY ECONOMY PHILOSOPHY CONCEPTON MANAGEMENTOFVILLAGE AND URBAN COMMUNITY FUNDMODELIN SAMUTSAKHONPROVINCE

The objectives of this research were to study(1) the factor affecting the successful management of Village and Urban Community Fund (2) the success of Village and Urban Community Fund according to the benchmarks of National Village and Urban Community Fund Office, and (3) the application of Sufficiency Economy Philosophy Concept on management of Village and Urban Community Fund model in SamutSakhon province.This study was the mixed methods research, and the data was collected from (1) the representatives of Village and Urban Community Fund Committee and (2) the Community Development District Officers.

The results of this study found that (1) the overall average of the factor affecting the successful management of Village and Urban Community Fund was high; with the issue of Leadership was the highest average of all issue. The other lower average issues can be ordered consecutively as follows: Structure, Procedure, and the lowest average issue was the Staff (2) the overall average of the success of Village and Urban Community Fund according to the benchmarks of National Village and Urban Community Fund Officewas high; with the issue of Management was the highest average of all issue. The other lower average issuewas the Operation Result, and the lowest average issue was the Strengthening. (3) the application of Sufficiency Economy Philosophy Concept on management of Village and Urban Community Fund model in SamutSakhon province, found that the five principals of the Sufficiency Economy Philosophy were applied in the combination of two issues as follows: 1) Reasonableness combined with Self-Immunity and Moderation 2) Ethic and Virtue combined with Knowledge in action, which focused on context suitability of Village and Urban Community Fund
